  1. Dimensional Metrology Program “Realizing and Disseminating the SI meter” Steve Phillips Program Manager • Introduction to the DMP • Management Goals • Technical Projects & Results • Selected Lab Tours (afternoon) • Short Project Examples (Tuesday)

  2. Dimensional Metrology Program (DMP) The DMP involves the: Large Scale Coordinate Metrology group Engineering Metrology group Surface Metrology group: surface roughness & bullets The program addresses dimensional measurements and standards over six orders of magnitude: micrometers to kilometers

  3. Dimensional Metrology Program (DMP) Total Funding: MEL DMP STRS: $3.7M Calibration Revenue $0.8M Other Agency $0.9M Total $5.1M Staffing FTEs: NIST Staff 16 GW / Contractors 4 Total 20 FTEs

  4. DMP Management Goals(external objectives) Improving US industrial competitiveness by: Providing metrological infrastructure through high leverage measurements into the US metrology chain Creating measurement capability for high value components Supporting new enabling technology through measurements and standards

  5. DMP Management Goals High leverage into the US metrology chain… Master tapes: 10000:1 Worldwide control of petroleum gauging Standard specifications for entire industries Gauge blocks: 1000:1

  6. DMP Management Goals High value measurements… DOD Body Armor Measurement Analysis NASA Flight Hardware DOE Weapons Gages

  7. DMP Management Goals Supporting new enabling technology…  Microchannels in Fuel Cell GPS to Optical Comb realization of the meter Noncooperative target test range (US is a tech leader) “The data we acquired at NIST on our four prototypes… [has] shaved weeks from our development schedule…” Darin Ingimarson, Director of Hardware Development, QuantaPoint Inc

  8. DMP Management Goals(Internal objectives) Why NIST and not industry, universities or other government labs, i.e. what characteristics should the DMP focus on to build unique capabilities… Exceptional capital equipment and facilities Measurement expertise for extremely low uncertainty & difficult to measure measurands Exploiting strategic fit within NIST Long term economies of experience

  9. DMP Management Structure of DMP Activities National and International Standards Activities ASME B89, ASME B47, ASTM E57, ISO TC213 R&D Projects 4-6 staggered research projects of 1-5 year duration Measurement Services (Ted Doiron will report) Over 5,000 gauges / year

  10. DMP R&D Portfolio R&D Projects targeting new measurement services Laser Tracker Volumetric & Ranging Test (Status: completed in FY-09) Contact Profilometer Development (Status: completed in FY-09) Harmonize US and ISO CMM Standards (Status: completed in FY-09) DoD Body Armor Measurement Analysis (Status: completed in FY-10) Surface Metrology: Surface Roughness and Standard Bullets and Casings (Status: ongoing) Fundamental Metrology: Optical Comb & Refractometry (Status: ongoing) Microfeature CMM Probe Technology: (Status: ongoing) Long & Short Range Laser Scanner Metrology (Status: ongoing)

  11. DMP R&D Portfolio: Laser Tracker Calibration Facility • Objective: Develop new metrological facilities for Laser trackers per ASME B89.4.19 • Major Results (Completed 2009): • 1D cooperative target test range now in service with U(L) = 2 m + 3 × 10-7L • Volumetric performance facility now in service with U(3D) = 3 m

  12. DMP R&D Portfolio: Contact Profilometer Development • Objective: Replace the obsolete Talysurf with a new instrument having a factor of ten better vertical resolution, improving surface characterization measurements • Major Results (Completed 2009):New instrument (Talysurf 120L) acquired, characterized, and now providing ongoing calibrations.

  13. Harmonize National & International CMM Standards • Objective: Harmonize the US with the ISO for CMMs to reduce costs to US industry • Results: (Completed 2009) After 15 years, the ISO 10360 series and the B89.4.10360 series are now harmonized • B89.4.10360.2, lead by the DMP, is now in print (2008) • ISO 10360-2 major revision, lead by the DMP, is now in print (2009) • MEL staff receive DOC Gold Medal

  14. DMP R&D Portfolio: DOD Body Armor Measurement Analysis • Objective: Address urgent DOD need to restart next phase of body armor production delayed due to problems with dimensional metrology • Major Results (Completed 2010):Detailed report based on extensive testing and analysis of DOD testing procedure issued on February 17, 2010.

  15. DMP R&D Portfolio: Surface Roughness & Standard Bullets and Casing • Objective: Revise US ASME B46 standard & Create a traceability system for optical inspection devices of bullets and casings in crime laboratories according to recently developed guidelines of the American Society of Crime Laboratory Directors. • Major Results (ongoing): • New revision in final draft form and is expected in print in 2010 • Two crime lab workshops held on bullet testing • Standard bullets and casings distributed for round robin testing

  16. DMP R&D Portfolio: Fundamental Length Metrology • Objective: Develop ultra high accuracy realization of the meter and refractometry for the highest level of length metrology.. • Major Results (ongoing): • Optical comb establishes traceability to the SI meter with a factor of ten reduction in the uncertainty over the iodine stabilized laser (2009) • Refractive index: improved optical cavities installed with precise environmental control and lasers locked to track refractive index (Pound Drever Hall). GPS Comb NIST Calibrations

  17. DMP R&D Portfolio: Microfeature CMM Probe • Objective: Provide new measurement capabilities to industry in the micro- regime: develop and fully characterize new M48 CMM and probes and techniques for measurement of microfeatures. • Major Results (ongoing): • New measurement strategies provide best-in-world capabilities for challenging measurement tasks such as micro-pivot, reverse-taper microholes (fuel injectors) and knife-edge apertures • Factor of 2improvement inUMAP CMM accuracy • New microfeature probes acquired • Second M48 assembled and under mapping 

  18. DMP R&D Portfolio: Long & Short Range Laser Scanners • Objective: Develop noncontact laser scanning standards, artifacts, and calibration facilities to support the US industry which is now at the vanguard of this enabling technology • Major Results: • 1D Noncooperative target test range in preliminary testing • New work items added to ASTM E57 & ISO TC213 WG10 committees • Instrument to calibrate 1D artifacts completed
