PCC-PCE Discovery MIB for PCE Capability and Activity Monitoring

This document defines a MIB module for monitoring the capability and activity of Path Computation Clients (PCCs) and Path Computation Elements (PCEs) in a network. It provides information about discovered PCEs, their capabilities, and activity rates. It also includes notifications for crossing thresholds and important events.
