BACKGROUND • NPF Manifesto for Change July 2008 – reflecting the major shifts in planning • Culture Change Action Plan 2009 – NPF members commitments • IDOX commissioned to - - review progress, achievements and barriers - identify need for revision - suggest monitoring and evaluation improvements

  3. METHODOLOGY • Review of changes since 2007 • 100% Interview survey of members bodies • Barriers to implementation • Review of web sites • Report back to Executive and Forum

  4. NEXT STEPS • Review Manifesto and Action Plan • Integration with ‘Fit for Purpose Spatial planning’

  5. FINDINGS • Comprehensive Report circulated with Agenda • Survey Findings (Interview and Web) • Changes since 2008 • Conclusions and Suggestions

  6. CONCLUSIONS • Considerable progress • Challenges remain • Changing context – economic, environmental and governance • Skills important but leadership fundamental • Future monitoring

  7. 12 IDOX SUGGESTIONS • Prepare ‘model’ material for members to tailor and use on web-sites (MH) • Help find common ground between Government and Local Government re the role of planning (EB) • Ensure training focuses on ways of overcoming barriers - including lack of willingness to change (Professions)

  8. IDOX SUGGESTIONS 4. Support from employers for regular training and development for planners (LGA) 5. Shared and improved understanding of the integrated approach to planning and partnership, including Local Strategic Partnerships (3rd sector) 6. Shift Action Plan monitoring to outcomes (All)

Leadership and support to change the culture of planning focussing on their members (Professions) 12. Clarification of the wider Government support needed to achieve culture change in planning and to put this to CLG (EB)
