BPA Concerns with Current Motion 47 • BPA has applied Motion 47 to reservations that should be involved in competition and preemption (e.g., reservations with similar PORs and PODs) and have found that it is overly restrictive when compared to the original intent behind the motion. • On BPA’s flowgate based system, Motion 47 effectively eliminates the likelihood of conducting preemption and competition except for identical POR-POD combinations. • NAESB members recognize that Motion 47 language could stop C&P. • Preemption/Competitions are about Reservations (POR-POD), and the current language of Motion 47 delves into TP evaluation of AFC. • The majority of NAESB OS members agree that you should not take away 100 MW from the Defender to provide 10 MW of relief to the Challenger. • In application the current motion disallows taking 4 MW from a Defender to provide 3 MW to the Challenger which is concerning from both a TP and TC perspective. • TP is supposed to conduct C&P • TC is supposed to be able to engage in C&P
Next Steps • BPA has been working with the region to consider language that would not restrict the TP’s ability to conduct C&P • BPA is on track to complete it’s coordination work with the region in July • BPA will present recommendation(s) and motion(s) in the NAESB OS July 2014 meeting.
