Politics & recent key changes • State IT policy since 2004-05 • Ministry of Finance attempts to lead state IT like in large private corporations • small office under Ministry leads ”State IT” and ”State IT service center” • ”Basic IT” forcefully from one single source, far away from Helsinki ? • hosting of all servers • networks • common email, web, document management etc • tight standardisation of single hardware, single programs ???
Politics & key changes, cont. Ministry of Education IT strategy • ”Our counterattack” • First centralised IT strategy to cover the whole MinEdu governing area • 20 universities • ca. 30 smaller state institutions • polytechnics & local schools ? • Describes a federated model for supplying IT services • Our vision for the future: The leading academic IT service unit of the country
User rights in a federated service model ? • Why is user rights management becoming the topic no. 1 ? • Not every university will have all essential services any longer … -> How can we handle the safety and user rights in a nationwide – if not European wide – federated network of IT services ??
