DEPTH OF UTILITIES FORLONGITUDINAL INSTALLATIONS • EOP to ditch line is 42 inches • Ditch line to R/W line is 36 inches • When approving Encroachment Permits for shoulder installation utility no closer than 3 feet from EOP but typical sign installation to ensure no conflict • All new installations should be between ditch line & R/W line with the preference as close to R/W line as possible • We exceptions will exist & you must use judgment for installations
DEPTH OF UTILITIESPERPENDICULAR TO ROADWAY • Telecommunications must be a minimum of 36 inches below the lowest point of the roadway cross-section • All other lines must be a minimum of 48 inches below the lowest point of the roadway cross-section • Crossing must be as close to 90 degrees as possible but no less than 75 degrees
AERIAL ENCROACHMENT • Applies to power companies, outdoor advertising signs, etc. • Where any part of the structure extends beyond the right of way • Could also apply to power lines crossing the roadway
ATTACHMENTS TO NEW STRUCTURES • Power, sewer & gas will not be allowed on any structure • Water lines and telecommunications duct banks will be allowed • The design of the bridge must include the live & dead loads for the water line • Cannot go underneath the approach slabs • Lines cannot hang below the bottom of beams & cannot be attached to the bottom of flat slab bridges
ATTACHMENTS TOEXISTING STRUCTURES • Provide attachment design • Provide the live & dead loads for the line • No field drilling is allowed on concrete or steel beams • No field welding is allowed on steel beams • Attachment must be galvanized or stainless steel
LINES UNDER PAVEMENTON NEW CONSTRUCTION • Preference is the lines be relocated • No asbestos cement pipe, clay sewer or cast iron lines can remain • A utility can request their facilities to remain in place, however, they must provide documentation the line will withstand the construction activities & the traffic loading • Abandoned lines 10 inches & greater must be capped & filled with flowable fill
PRIOR RIGHTS • Where a utility company owns a strip of land by fee simple title, easement or other legal means • Documentation supplied by utility company must predate the Departments right of way acquisition • Even if a utility company has documentation for prior rights it must be certified by the Department • Utility company can have prior rights & still encroachment on Departments right of way • Utility companies do not extend their easements to telecommunication companies by pole attachment agreements

SPECIAL TOCONSTRUCTION CONTRACT • Memorandum of Understanding (MOU) is used by the Department to include the utility construction in contract • Utility must submitted sealed plans, specification to include list of preferred contractors and a bid tab sheet • Submission by utility company must meet schedule set by Program Manager to include in Letting • Must include a estimated payment • MOU can be also be used for utility with prior rights
IMPLEMENTATION SCHEDULE • Put on the internet in late summer with a two month grace period • Will have links to utility agreement & encroachment permits
