National Center of Radiobiology and Radiation Protection– Sofia, Bulgaria RADIATION EXPERTISEAND RADON MONITORING PROGRESS IN RADON PREVENTION AND REMEDIATION Кремена Иванова
Implementation of preventive andremediation measures • Preventive measures - not apply • Remediation measured – since 2012 • Number of buildings: • 2 – 5 dwellings • 18 kindergartens and schools • Radon mitigation system - active sub-soil depressurization (ASD) RER 9136: Reducing Public Exposure to Radon by Supporting the Implementation and Further Development on National Strategies, 23 -27 October 2017, Yerevan
Effectiveness of remediation measures • Post-mitigation measurements in kindergartens and schools - 2012 • reduction factor RF RER 9136: Reducing Public Exposure to Radon by Supporting the Implementation and Further Development on National Strategies, 23 -27 October 2017, Yerevan
Effectiveness of remediation measures (2) • The correlation between reduction factor and radon concentration before mitigation was find (R2=0.8354) • The sealing and ventilation measures have to be economical and effective to make a balance between the reduction of indoor radon and the cost. RER 9136: Reducing Public Exposure to Radon by Supporting the Implementation and Further Development on National Strategies, 23 -27 October 2017, Yerevan
Preliminary activities • Preparation of Radon National Program (2012) - building professionals have been included in working group • National Radon Program (2013 – 2017) – 2 task of the building professionals have been planed • Public procurement of the Ministry of Regional Development and Public Works: “Analysis of existing regulations in the construction process and of the European practices regarding reduction of radon levels and drafting a proposal for amending the existing or for elaboration of new regulations” (end of 2016) • Deliverable (conclusion): New regulation with technical requirements for buildings RER 9136: Reducing Public Exposure to Radon by Supporting the Implementation and Further Development on National Strategies, 23 -27 October 2017, Yerevan
Current activities • First draft of new regulation: ORDINANCE on the technical requirements to buildings for radon protection • Interdepartmental Discussion – August 2017 RER 9136: Reducing Public Exposure to Radon by Supporting the Implementation and Further Development on National Strategies, 23 -27 October 2017, Yerevan
Main points • Prevention measure: • Classification of the constructions according radon map • Classification of the buildings according radon index of the site with additional measurement of radon in soil gas and permeability • Engineer-geological reporting requirement for all new multi-family residential buildings with medium and high radon index on the construction site and for all single-family with high radon index buildings • Depending on the classification, the ordinance provides general and specific technical requirements for building design. • Requirement for the building material – according to specific activity index RER 9136: Reducing Public Exposure to Radon by Supporting the Implementation and Further Development on National Strategies, 23 -27 October 2017, Yerevan
Main points • Remediation (mitigation) measures • Classification of buildings according the measurement • An assessment of the degree of radiological exposure risk based on measurements and data from the technical characteristics of the building • Specific technical measures in accordance with the assessment • Verification, control and effectiveness of radon reduction measures • effectiveness of measures, according the measurement before and after [%] - • Design specifications and design of prevention and mitigation measure - from certified building designers. RER 9136: Reducing Public Exposure to Radon by Supporting the Implementation and Further Development on National Strategies, 23 -27 October 2017, Yerevan
Stumbling block(challenges) • Lack of radon map • Lack of knowledge and understanding of the problem bybuilding professionals • Fear of additional obligations and requirements for construction works • Uncertainty about how the regulation will be applied RER 9136: Reducing Public Exposure to Radon by Supporting the Implementation and Further Development on National Strategies, 23 -27 October 2017, Yerevan
Planned activities • Training the building professionals • Data base of remediation buildings • Рrovidingfree of charge detectors to assess the effectiveness of corrective actions to reduce radon concentration • Mechanism for conducting effective mitigation measures in public buildings including schools, kindergartens, hospitals, nursing homes and others where high levels of radon concentration are found.
