EUSEW POLICY CONFERENCE 18-20 JUNE 2019 Conference Theme: Shaping Europe’s Energy Future Session #9 Innovative Mobility Solutions shaping Europe’s Energy Future MaaS approach in Elba: The Shared Use Mobility Platform Giorgio Ambrosino, MemEx, Italy Brussels, June 18th 2019
Mobility is being transformed throughout Europe SUMPs ITS systems Smart cities MaaS approach Low emission zones White Papers on urban transport Transport Networking Companies …
Setting the scenario (3) 80% of trips in urban areas is performed by BUS Bus is the first type of shared mobility Centrality of BUS service NO sustainability without an extended and efficient Bus service
Mobility needs and ride services Mobility Demand more erratic and less systematic Low demand and rural areas “Car ownership” is not a priority “Virtual mobility” and “Service usability “ concept Emerging role of TNC and asset sharing services From holistic vision to the integration of ride sharing solutions with the overall mobility and Public Transport services Ride sharing services: How much does they affect the “real” riderships ? Collaboration or competition with PT services ? Shared Use Mobility Agency
Shared Use Mobility Agency Concept • PTA as Promoter • Integration of data and platform: open data layer • Provision of integrated trip planner • Managing common payment tool and clearing procedures • Managing Integrated Booking • Real time information and user feedbacks management • Resources optimization • Networking different operators • Integrated design Conventional PT service with FTS and ride-sharing services • Data quality assessment and Service validation • Base for MaaS initiative SUMA approach customized to ELBA Isle needs and requirements
Building the Agency Working at different levels and dimensions IT Platform Procedures &Organization Business models IT solutions for coordinating Sharing Mobility services with conventional Public Transport
ELBA landscapes, beauty and problems Third Italian largest island- 225 Sqkm, 32.000 inhab. (142 inh/Sqkm)- 450.000/year- tourists - Daily presence in summer season ~30.000 p/day ELBA is divided into 7 municipalitiesPortoferraio and Rio two ports connecting the mainland (Piombino) • Limited and narrow road network • Traffic congestion situations in summer period • High Frequency Ferry • Parking scarcity • High seasonal mobility demand • Dispersed Origins and PoI, few concentrated Service • Dominance of private cars and motorbikes • High number of bike-car-moto rentals • Low use of PT servicesonly 14% of the overall trips • High Mobility demand also for beach localities and night EU-China Tourist Destinations Urban Mobility Management Workshop• 22 June 2018 • Beijing

Shared Use Mobility Agency • Users as potential mobility service provider • Sharing/Cooperation schemes/ concept • IT platform and connectivity • Towards the reduction of the contrast between individual and collective transport First “block” of MaaS scenario in Elba Center for planning, managing and coordinating ride sharing services, infomobility and transport services networking To be planned as “mode” with PT services in the Sustainable Urban (or Rural) Mobility Plan 11

Towards MaaS • SUMA/MaaS “process” to be realised gradually depending on mobility/social objectives and existing systems/services • PTA/PTO is fundamental in MaaS as data provider, services provider and responsible, regulation role.., • Avoid “new acronym” to hid “unsolved ” challenges: organization, operation, commercial aspects, … • Effective cooperation among the different Authorities/Operators and different system responsibles • Don’t forget the IT providers and the procurement process • Some issues to be clarified among the others: • Which regulation framework for the service provider ? • How to guarantee the quality in the service provision ? • How to guarantee quality in system data production? • What about ownership of data and right to exploit? • Which role for the PPP approach and business model? • Which KPI and quality assessment tool? Which MaaS for SM Towns and Rural areas?
