History of SPLASHCOS • Project Deukalion • Idea launched by Nic Flemming and Dimitris Sakellariou at IKUWA 2008 • Deukalion group (10+) regular meetings to: • Develop a pan-European project proposal: archaeology, geosciences, databases, target areas for fieldwork • Target EU Framework Programme for large-scale funding at €20-30 million and lobby Brussels to recognise the field • Original Deukalion Group: Flemming, Sakellariou, Bailey, Momber, Dix, Arias, Gundersen, Lueth, Peters, Grøn, Fischer, Satchell (later + Harff, Chiocci) • Application to COST in 2008-9 to fund discussion meetings and expand the network • Successfully funded as SPLASHCOS: 4-year programme, 4 Nov 2009 – 3 Nov 2013 • Deukalion group nested within SPLASHCOS

TD0902 SPLASHCOS • Memorandum of Undestanding • Statement of rationale and objectives, public document • Main objective: • Promote research on the archaeology, climate and environment of the drowned landscapes of the continental shelf … a major part of the European cultural heritage • Principal elements: • Improve understanding about existing submerged archaeological sites and methods of investigation and interpretation • Ditto for relevant geological and palaeoenvironmental data on the shelf • Develop guidance for archaeologists, heritage managers, government organizations, industry, policy makers and a wider public • Develop proposals for funding new research

What is funded? • Management Committee meetings • 2 representatives from each member state: budget, strategy • Every 6 months (York, UK, March 2010; Rhodes, GR, Oct 2010; Berlin, DE, March 2011; Zadar, HR, Oct 2011; Amersfoort, NL, April 2012; Rome, Sept, IT) • Future meetings: Esbjerg, DK, Mar 2013 with NSea offshore industry; Szczecin, PL, final showcase, Sept 22-27, 2013 • Working Group meetings • MC members plus additional members and external experts • Short-Term Scientific Missions • ESRs Individual visits to another laboratory or project • Training Schools • Collective, intensive short term. Current Achievements • Promotion and increased visibility of this field at a European level, and beyond • Highlighting of policy-relevance in two dimensions • Enhanced protection of submerged heritage - the missing 90% of European prehistory and identity • New knowledge from the continental shelf about climate and sea-level change and past human impact and social response • Development of new international and interdisciplinary collaborations • Progress towards publishable surveys of the current state of knowledge • Encouragement and training of a younger generation • Recent call in the FP7 Environment Programme for development of new technology to explore and manage submerged landscapes and cultural heritage. Grants of €3m, 30% to SMEs

Current challenges • Membership issues • Good mix of archaeologists, geoscientists and heritage managers, senior and ESR • Under-representation of ‘conventional’ archaeologists • Unavoidable imbalances in national representation and expertise • Funding challenges, Horizon 2020 • Collaboration with commercial companies • Public, freelance, and amateur involvement

STSMs • Objective: To strengthen existing networks by allowing individuals, especially young individuals, to go to an institution or laboratory in another country to foster collaboration, learn a new technique, use new methods not available in their home institution • Eligibility:Postgrad, post-doc, or employee of institution in a COST member country actively participating in ACTION, to work with someone in another COST country • Duration: Minimum 5 days, maximum 3 months • Funding:Fixed grant contribution to travel and subsistence • Notice on website
