KMS Associates KMS & Associates is a small engineering consulting firm specializing in the development and maintenance of effective pavement management systems. Joe Kindler (President of KMS) was the maintenance engineer for the City of Columbus, Ohio before he decided to change directions and create a company that provides the services that he needed as a maintenance engineer. Jim Golden is the director of operations and he oversees all company operations. Bob Siffert is the assistant director and he manages the local offices in Ocala, FL.
Brittany Blacklidge Mr. Brittany Blacklidge is the Vice President of Blacklidge Emulsions, Inc. of Gulfport, MS. Blacklidge Emulsions, Inc. supplies the State of Florida with Asphalt Emulsions, Ground Tire Rubber and Polymer Modified Asphalt Cements. Blacklidge Emulsions operates 3 plants site in Florida including Pensacola, Tampa, Fort Lauderdale. Brittany is a graduate of Mississippi State and has been involved in the asphalt industry for 7 years.
Tim Jackson Tim Jackson is president of Glatting Jackson Kercher Anglin Lopez Rinehart, Inc., a community planning consulting firm with offices in Orlando, Atlanta, and West Palm Beach. With a staff of 140, Glatting Jackson provides services to public and private clients throughout the nation in areas of planning, urban design, landscape architecture, transportation, and environmental science. Tim also currently serves as president of 1000 Friends of Florida, a private not-for-profit group that has been advocating smart growth throughout the State since 1986. Jackson was born and raised in Brandon, Florida, and holds a Bachelor of Civil Engineering and a Master of City Planning from the Georgia Institute of Technology, and a Master of Urban and Regional Planning from Florida State University. He and his wife, Carol, live in Longwood, Florida with their three sons.
Kristine Williams Kristine M. Williams, AICP is Program Director, Planning & Corridor Management, with the Center for Urban Transportation Research (CUTR), University of South Florida. Her areas of expertise include access management, right-of-way preservation, growth management, land development regulation, and land use law. Ms. Williams has 18 years of experience in urban planning and policy research and has authored numerous publications on transportation and growth management issues, including the Transportation Research Board Access Management Manual and the Florida DOT Model Proportionate Fair Share Ordinance, which is the subject of her presentation today. Ms. Williams has a Master's in Urban Planning degree from Michigan State University, is Secretary of the TRB Committee on Access Management, and a member of the American Planning Association Transportation Planning Division and the Florida Institute of Transportation Engineers.
Bill Oliver Bill Oliver has been doing transportation planning for cities, counties,MPO's, and developers in Florida for the past 27 years. He hasdeveloped concurrency management systems for several communities, and has worked with developers to negotiate those systems. He recently served on the Technical Advisory Committee that supported CUTR as it developed the model proportionate share ordinance, and is helping several counties to modify their comp plan policies, land development regulations, and traffic impact study procedures to address the requirements of SB 360.
Vivien Monaco Vivien Monaco is an Assistant County Attorney at the Orange County Attorneys Office, practicing in the area of land use law, and is board-certified in City, County and Local Government Law. Currently, her practice is concentrated in land use and zoning, with an emphasis on school overcrowding and land use, transportation and rights-of-way, impact fees, and gated communities. Recently, she was lead attorney for Orange County’s transportation proportionate fair-share ordinance adopted in May of 2006, and lead attorney for the county’s school capacity ordinance adopted in March of 2006, implementing a charter amendment relating to school overcrowding. She also represented Orange County in Mann v. Board of County Commissioners of Orange County, and in Morgran Co. v. Orange County, in which the courts upheld the county's denial of rezoning based on insufficient public school capacity. Ms. Monaco is an adjunct professor at Barry University School of Law and Stetson University College of Law, teaching Land Use Law and Florida Constitutional Law. She currently serves on the Executive Councils of the Environmental and Land Use and the City, County and Local Government Sections of the Florida Bar. Ms. Monaco graduated from the University of Texas at Austin and graduated cum laude from Stetson University College of Law, where she was Executive Editor of the Stetson Law Review. She also received a Master of Business Administration degree from Stetson University in DeLand.
Susan McCune Susan McCune, AICP, is Project Manager, Transportation Planning Division, with Orange County Public Works Department. Her areas of expertise include growth management, land development regulation, and public participation. Ms. McCune has 12 years of experience in urban planning and policy development and has authored and co-authored numerous ordinances and policies regarding transportation and growth management. Ms. McCune has two Master's Degrees from Florida State University, Master of Science in Planning and Master of Public Administration.
Norm Feder • Norman Feder became Collier County’s Transportation Administrator in August of 2000. The Transportation Division was established that year as part of the reorganization of the former Public Works Division. The Transportation Division now includes five departments: Transportation Planning, Transportation Engineering and Construction Management, Traffic Operations, Alternative Transportation Modes, Stormwater Management/ROW Permitting & Inspections; and a Road and Bridge Maintenance Section. • Prior to this position Mr. Feder had been the Director of the Southwest Area Office for the Florida Department of Transportation (FDOT) since 1986. He also served as District One’s Director of Planning and Programs from 1987 to 1997. • Before accepting the assignment to establish the Southwest Area Office in Fort Myers, Mr. Feder served as Manager of the FDOT’s Policy and Florida Transportation Plan Section in Tallahassee. While in that capacity, he participated in the rewrite of the State’s Transportation Code and developed the first Florida Transportation Plan to document the department’s policies. • Mr. Feder has held other positions with FDOT, served as a government analyst in the Governor’s Office, was a senior planner in the Division of State Planning, and performed transportation planning for the City of Tallahassee. • Mr. Feder holds a Bachelor’s Degree in Urban Studies from Northeastern University in Boston and a Master’s Degree in Transportation Planning from Florida State University. He is a member of the American Institute of Certified Planners.
Jeff Klatzkow • Jeff Klatzkow is currently the Managing Assistant County Attorney for the land use section of the Collier County Attorneys Office. Mr. Klatzkow received his BS from Cornell University in 1979, and his JD • from the University of California at Davis in 1983. Prior to joining the Collier County Attorneys Office four years ago, Mr. Klatzkow spent many years as in house counsel for two major franchise companies, serving as assistant general counsel for Carvel Corporation and as legal vice president for Cendant's hotel division. Admitted to practice in New York, New Jersey and Florida, Mr. Klatzkow has litigated and mediated numerous matters in dozens of state and federal courts, and has been involved in the negotiation and drafting of all manners of commercial and real property transactions.
John Cross • Mr. John D. Cross is the Manager, Production Management Office for the Florida Department of Transportation. The Production Management Office is responsible for monitoring and coordinating contract lettings for all major road and bridge projects let to construction by the Department. Prior to joining the Department, Mr. Cross worked with a private engineering firm and was involved in the design of bridges, buildings and transit facilities. He is a graduate of Virginia Tech with a degree in Civil Engineering and is a registered Professional Engineer in Florida.
