ISO Views on Smart Grid: CAISO • They advocate both • Deep situational awareness of transmission and distribution grid to support centralized dispatch, and • Decentralized dispatch of storage, EV, PHEV, DER, DR via tariffs (dynamic pricing) • Source: May 11, 2009 CAISO comments to FERC on smart grid policy
ISO/RTO Markets • Day-ahead hourly & real-time 5 min markets. • Participants Submit bids ( orders) with price and amount. • DA and RT auctions determines transactions and marginal prices at 1000’s of points of delivery (locations) – locational marginal pricing (LMP) • Schedules for generation and load determined from transactions • Actual meter readings are used to adjust final billing and settlement for deviations from schedules. • Forward markets for capacity including DR curtailment in some ISO/RTOs.
Metering & Validation (M&V) • DR – basis is usually estimated based on history. • Curtailment is relative to this basis. • Meter reads can verify response. • Dynamic Forward Pricing & Transactions • Positions determined by contracted amounts • Meter reads vs. final position can be settled at ex-post real-time prices w/wo penalty.
