EAGLE MANAGEMENT SYSTEM The Eagle Management System consists of several Software Suites that are used either separately or together to provide a smooth interface between the client and the operation of the DSCO. The operation consists of extracting or injecting CDR subscriber data and configuring the data into useful information such as customer real-time billing or debit card use. Eagle Management System (EMS) is a computerized system that performs the following functions: 1. Collection of subscriber billing records; 2. Remote programming updates of subscriber service records in each switch; 3. Central repository of all subscribers call records and current account balances; 4. Collection point for subscriber pre-payment transactions; 5. Business office functionality (establishment and maintenance of customer accounts).

  3. 6. Service order initiation, processing, inquiry and reporting; 7. Network planning, analysis, maintenance, trouble reporting and control; 8. Directory management; 9. Facilities management and assignment. Eagle Billing System(EBS) is incorporated within the framework of the EMS and performs the following computerized functions: 1. Subscriber payment management and switch subscriber balance updates; 2. Database management of all subscriber billing records; 3. Billing statement generation.

EMS SUITE FUNCTIONSA full explanation of each Software Suite is contained in the Support Manual and briefly described below.COLLECTION SUITEAllows Billing, Traffic and Alarm Data to be automatically collected from many DSCO Systems installed in the service provider’s network. After programming the parameters of the Collection Suite, data is collected on request, via dial-up modems from the network of installed DSCO systems. This Suite requires a hardware key to be installed on the computer (PC).INJECTION SUITEAllows variables such as subscriber features and billing information to be changed at any of the DSCO systems from a computer located at a central location or local sites. Changes may be set to be changed periodically or on a real time basis. This Suite operates in a P.C., and the changes to the DSCO switches are accomplished via dial-up modems or direct link RS-232. This Suite requires a hardware key to be installed on the computer (PC)

  5. ALARM WATCHER SUITEThe Alarm Watcher Suite provides a convenient way to monitor all types of alarms from an installed network of DSCO switches. Alarms generated by the switches can be programmed to automatically dial a computer located at a central location and report the alarm. Allows incoming calls from multiple DSCO systems to display both major and minor alarms. EAGLECOM-NT SUITE EagleCom-NT is a Suite in EMS which is installed on a user”PC” allowing interfacing with Eagle DSCO . This software provides the Installer/Programmer with a user friendly interface to program the DSCO. May be used to remotely program any DSCO. EAGLE BILLING SUITEThe Eagle Billing Suite uses a networked hardware system to compile data from the CDRs from the Switch and to convert this data into useful billing information about the subscribers’ calls. The EBS is comprised of several PC’ s to house a database program, the customer’s data and the programs necessary to produce

  6. monthly bills and call records for the customer in printed form. One or more operators on agent platforms may enter and edit customer information and create printouts of all calls made for any subscriber. At monthly intervals, all subscribers’ data may be printed for delivery to the entire subscriber base. GETBILL SUITEThe Getbill Suite is a windowed software program designed to directly interface with the Eagle DSCO switch to receive the Call Data Records as the Switch produces them. These Call Data records are the result of subscribers making calls and tabulation of the statistics of the call in real time. This Suite then converts the CDR’s into Database format and places the records into the database for use with the Eagle Billing System (EBS).

EMS FUNCTIONAL OVERVIEW The collection of subscriber billing records by the central computer is a network-wide automated collection process usually performed either on a routine scheduled basis or immediately, if connected via a LAN or WAN network. The central computer system (CDR Collection CPU) is connected to each switch and collects the day’s subscribers’ billing records. At the same time, the central CDR Collection computer automatically sends to each switch that day’s inputted subscriber payment transactions, one-time charges, and any other subscriber billing transactions. The central CDR Collection computer passes these call records to the central Database computer for subscriber master record updates. The Database computer uses the call record data collected to update each subscriber call record and subscriber account balances, and performs a reconciliation between the central computer balance and switch balances.

  8. The central site computer system is also used to connect with the network switches to perform routine maintenance and programming changes. Orders for service initiation are also done here via the computer agent terminal. Alarm and trouble reports, network analysis and control functions are also performed here. Optional directory service can also be performed here if the network design allows such service. The central computer can be equipped with other optional features which will perform telephone company services such as business office and repair office functions. SUBSCRIBER REAL-TIME DEBIT BILLING SYSTEM Although the Subscriber Real Time Debit Billing System is not technically a feature of the DSCO, this network feature is discussed here because it is so closely interwoven with the system’s feature ability to perform the subscriber function of real-time call costing. The basic principle of this feature is that subscribers are required to prepay for service, thus reducing bad debt potential for service providers. The DSCO will compute the cost of each call in real time and deduct the cost of that call from that subscriber’s account balance while the call is in progress. Subscribers whose account balances have reached pre-programmed levels may be restricted from using the service, depending upon the service company’s practices. Pre-programmed credit levels and programmable levels of class of service can be used to allow for a mix of subscriber restrictions. This type of service offering may be highly desirable in rural areas.

  11. The Subscriber Real Time Debit Billing System is a centralized computer system used as the mechanism to perform the following functions: 1. Collection of subscriber billing records; 2. Remote programming updates of subscriber service records in each debit billing switch; 3. Central repository of all subscribers’ call records and current account balances; 4. Collection point for subscriber pre-payment transactions. The above functions are recommended to achieve an effective network-wide subscriber pre-payment capability. Eagle offers a system which performs the above functions as well as a host of optional functions such as: 1. Business office functionality (establishment and maintenance of customer accounts); 2. Service order initiation, processing, inquiry and reporting; 3. Network planning, analysis, maintenance, trouble reporting and control; 4. Directory management; 5. Facilities management and assignment.

  12. OPERATIONS OVERVIEW The Collection of subscriber billing records by the central computer is a network-wide automated collection process usually performed on a routine basis every 24 hours. The central computer calls each switch and collects the day’s subscribers’ billing records and each subscriber’s account balance. At the same time, the central computer automatically sends to each switch that day’s inputted subscriber payment transactions, one-time charges, and any other subscriber billing transactions. The central computer uses the call record data collected to update each subscriber call record in the central computer, update subscriber account balances, and performs a reconciliation between the central computer balance and switch balances. To prepay for their service, subscribers will go to the local telephone company payment office. It is recommended that payment be in the form of bank money orders. Payments may also be sent to the central accounting

  13. site. Upon receipt of payment, the telephone company records the transaction on that site’s PC terminal and sends the money to the central site. The central computer’s personnel review on a daily basis all receipts from the local telephone collections points and reconcile any discrepancies between actual collections and previous credits given. At the end of the day, the central computer calls the local payment office, collects the data on that day’s transactions, and downloads all current account balances for subscribers within that area’s local switch. The local payment office also serves as a location where subscribers can go to receive written confirmation of calls they made, account balances, one-time charges, and monthly recurring charges. Requests for written statements for accounts not within the local switch can be transported via a dial-up request to the central computer. The central computer can be equipped with other optional features that will perform telephone company services such as business office and repair office functions.
