  10. All of which should give us the confidence to ask some serious questions… Target operating model? Embrace structured messaging? Are the projects joined up enough? Balance? Reap the benefit of reduced re-keying? Whither the bureau? Central services? Only the client gets the benefit? User pays vs mandate? Why is change difficult?
