  1. MI: How does the framework of government of the Constitution provide for an effective use of power? Starter: Why was the framework for the Articles of Confederation inadequate for governing a new nation?

Meeting in Secret • 12 of the 13 states sent representatives to Philadelphia-1787 • Meetings held in secret in order to debate without seeing words in press. • George Washington- President of the Constitutional Convention. Virginia • Alexander Hamilton- N.Y. • Benjamin Franklin (81yrs old)- Penn. • James Madison- Virginia • Original purpose was to amend the Articles.

Powers of the Legislative Branch • To impose and collect taxes…to pay the debts…all duties, imposts, and excises shall be uniform throughout the United States. • Elastic Clause- Article 1, Section 8– gives Congress the power to make all laws which shall be necessary and proper for carrying out its responsibilities. • Raise and support Armies, to provide and maintain a Navy. • Progress of Science and useful Arts. Gives exclusive rights to authors and inventors to their discoveries and writings.

  7. Federalism What about the States, when the question of a more powerful central government is discussed? How do you limit the power of government? Federalism- the division of power between National and State governments. Ok, fine…. Back to the National Government.
