  3. Signals • End of period • No shot/Unsuccessful basket: end of period signal only • Successful basket: count goal (2/3 pt goal) signal only • No ‘one-minute’ signal at the end of the first half. • This signal only used at the end of the game

  4. Signals • Foul Signal • Show foul signal (fist up) FIRST-for all fouls • Double whistles- all officials show foul signal first, hold fist, eye contact, communicate

  5. Signals • Out of Bounds signal- point DIRECTION first • Hold signal- forearm but do not extend forearm • Three-point signal- arm to ceiling, entire hand, finger together, palm facing head

  6. Signal- Media Timeout • Team called timeout prior to 30 seconds of media window replaces next media • Exception- first called timeout of 2nd period • Use the Media Timeout signal for all media timeouts

  7. Court Coverage- free throw • Free throw • Lead: all spaces opposite Lead • Center: all spaces opposite Center, plus shooter • Trail: everyone outside three-point line; adjust to back court when needed

  8. Court Coverage

  9. Court Coverage- drives to basket • Center to Lead • Center has first whistle • Trail to Lead into Lead’s primary • Lead has first whistle • Down the middle of lane and below the free throw line • Lead has first whistle on block/charge • everyone else hold fist on double whistle

  10. Court Coverage- Lead • Front court- Lead • Stay wide on ball side (strongside) • Do not rotate on drives or shots • Referee competitive match ups as you rotate

  11. Court Coverage- general • Front court • Player with ball curls toward you- You take it • Transition • Center takes middle third of players

  12. Court Coverage- Double Whistles • Foul/violation clearly occurs in someone’s primary • primary official should have the only whistle • When primary official does not have a whistle on a foul/violation that is obvious… • thenanother official should make the call

  13. Lower Defensive Box • Two tick marks on the baseline REQUIRED for ALL women’s basketball courts (includes DII & DIII) • Officials permitted to help provide information on player location • Inside or • Outside LDB or RA

  14. Procedure- Throw-in • Administering official- hold the ball, at throw in spot • Official’s huddle at the throw-in spot with one official facing the benches • Resumption of Play Procedure is to be used

  15. Procedure- Monitor Review (OOB) • Timeout requested/not granted • Delay granting timeout/substitution until after review- whenever possible • After review- confirm timeout/sub request • Timeout granted & not started • Do not start timeout before review (keep players on the floor) • Follow monitor procedures- then start timeout • Timeout granted & started • Follow monitor procedures- Communicate decision after review if team possession is changed Granted timeout cannot be reversed under current rule

  16. Misc. Mechanics Teaching Points • Call obvious fouls/violations in your primary. Primary whistle is first • Reporting/calling official do not turn back on players after making call • Provide all information to partners prior to granting a timeout or substitutions

  17. At Spot Signals Used at the spot & at the table

  18. Table Reporting Only used at the table

  19. Major Areas of Concern

  20. Contact on the Ball handler/Dribbler • Ball Handler/Dribbler • Any player in player control outside the lane area facing or with back or the basket • The ‘lane area’ is the lane and about three feet outside it • Contact ON ball handler • One ‘measure-up’ touch • Subsequent touches are fouls • Contact BY ball handler • Illegal contact not permitted on legal defenders

  21. Contact on Shooter • Defenders cannot • Move airborne shooters • Take away an airborne shooter’s landing space • Contact the shooter’s arm on a shot • Move into a shooter and make illegal contact • Create illegal contact with the body after legally blocking a shot

  22. Freedom of Movement • Offensive/Defensive players cannot be • Rerouted • Impeded • Held • Pushed • Displaced • A player’s rhythm, speed, balance and quickness must not be affected by illegal contact

  23. Post Legal Contact • It is legal for a defensive player to place one or two body parts (hands or arm-bars) on the offensive post player provided no holding or displacing or illegal contact occurs • Legal contact occurs when offensive and defensive players are touching and both are maintaining a position.

  24. Post Illegal Contact • A foul shall be called when: • A legally established arm-bar is extended and displaces an opponent. • Displacement occurs from a locked and/or extended elbow. • A leg or knee is used in the rear of an opponent to hold or displace. • Offensive post player “backs-down”/displaces the legal defender

  25. Post Illegal Contact • The offensive player holds, hooks or displaces the leg or body of the defender • An opponent is displaced from a legally establish or obtained position • It shall be illegal to extend one’s arms fully or partially, other than vertically, so that the freedom of movement is hindered when the contact with the extended arms occurs.

  26. Screening • Legal Screens • Do not make/cause the contact • Stay within vertical plane • Stance no wider than shoulder width apart • Can’t lean or extend hips into path of opponent • Give moving opponent time to avoid contact • When outside visual field of stationary opponent- give her normal step to move • No pushing/forcing through screens with hands, arms, hips, or shoulders

  27. Sportsmanship • Address unsporting conduct that doesn’t rise to level of egregious • Egregious conduct needs no warning • Applies to everyone in bench area • One warning only permitted for head coach being out of box when not engaging in unsporting behavior • Communicate warning to crew • Do not ignore any unsporting behavior • Be consistent
