HISTORY • Baja incident in March 2000 that resulted in five deaths • Many institutions reviewed their boating safety programs. They found: • Programs were informal and run on an ‘as needed’ basis • Often there was no clear responsibility • Funding issues • Most seemed to be at the same point of development.
HISTORY MARCH 2005 - WORKSHOP OBJECTIVES • Bring together those teaching small boat courses to share ideas and methods. • Comparison of institution’s curriculum & guidelines. • Risk management concerns • Reciprocity
HISTORY At the 2005 meeting, and the ones to follow, SBSA: • Developed consensus • Training curriculum • Policy guidelines • Rules for Reciprocity • Formed a CA state non-profit Association • Opened lines of communication with other institutions
MISSION STATEMENT The SBSA’s mission is to facilitate safe boating and to minimize accidental injury among those using boats for research and training. To meet this goal, SBSA members will provide or make available initial training and refresher courses; share expertise, advice and recommendations; formulate guidelines and procedures; and publish a safety manual with appendices for local areas. Our goal is that scientific boating be done as safely as is possible.
MEMBERSHIP • Institutions are “Organizational Members” • OMs are represented by Boating Safety Officers or equivalent title from programs in CA, OR, AK, HI, FL, AL & the US DOI • Prospective members should agree with the goals of SBSA
Programs should have oversight by a committee of knowledgeable persons The daily operations should be carried out by a “Boating Safety Officer” or equivalent title Guidelines for training requirements, operator qualifications, vessel maintenance, safety procedures/equipment should be available to all boaters All operators should receive formal training. GOALS & RECOMMENDATIONS
GOALS & RECOMMENDATIONS • Float plans should be used for all trips • Reciprocity between institutions with comparable programs should be simplified • Training, Experience, Underway Time & Vessel Maintenance should all be documented • Institutions need to work together to support each other-especially during tough financial times.
