Joint Learning Overcomes Barriers of Transferring Experience: 1) Helps to overcome problems of mediation and interpretation of experiences. 2) Integrates the exchange of formal and informal / tacit knowledge (e.g. experience). 3) Connects common objectives with understanding of different contexts. 4) Calls for the participation of different kinds of partners (different administrative levels, public, private, voluntary sectors, etc.). Learning together

Improves Networks and Social Capital 1) Brings new resources: various skills and experiences contribute to solving of common problems and serving common interests. 2) Creates trust: Finding others useful in terms of the common objective creates understanding of the values, the objectives and the skills of others. 3) Sustainable results: Single events, such as seminars or study trips become part of a longer joint process of networking and co-operation. Learning together

  12. Policy Conclusions 1) Policies should target more on Joint Learning instead of transferring models. 2) Transfer of models or dissemination of the Best Practices is futile (an empty token), if it is not part of Joint Learning processes. 3) Joint Learning leads to larger networks, improved and more sustainable impacts, wider participation, connecting of common objectives with specific contexts. Learning together

Data utilized • Thematic interviews of key persons (Scotland, Iceland, and Sweden) • Questionnaires before and after Finnish groups visiting Scotland (11 persons) and North Sweden (21 persons) • Notes of workshops of the Finnish groups after visiting Scotland and Sweden • Deserve documents: progress reports, monitoring data, descriptions of actions of Bottom Rules, presentations of Scottish, Swedish, Icelandic and Finnish pilot projects.
