  43. MILITARY SNIPER vs TACTICAL MARKSMAN The term tactical marksman refers to a police officer assigned to a special response team not a military sniper. There are wide differences between the roles of the police marksman and the military sniper. The military sniper often shoots targets of opportunity in wartime. He is less likely to be involved in situations where hostages or innocent bystanders; he rarely has to consider the civil liability that regularly confronts a police tactical marksman. A police response team always has to act under an authorized use-of-force policy, making positive identification of the target, protecting the safety of others in the area, and being able to justify any action taken. Such requirements narrow the scope of situations and ranges in which a tactical marksman can prudently fire.
