The Role of NAPA in the National System of Training, Retraining and In-service Training of Civil Servants and Local Government Personnel Regional Centers of retraining and in-service training- 27 Institutions of Higher Education of Ukraine- 20
Potential: • Wide-spread system (network) of Institutions of Higher Education (Universities) providing training of MPA programs in 11 specialities; • Wide-spread system (network) of in-service training of civil servants and local government personnel; • One of the MPA programs was accredited by the European Association for Public Administration (EAPAA) until 2011; NAPA has 15 faculties and 57 departments. Its teaching staff comprises more than 120 PhDs and professors, as well as 350 post-graduate fellows and lecturers. NAPA's educational MPA programs, which have a strong component of practical work, engage about 260 of the finest domestic and international specialists and highly-placed government officials.
Interregional Network of Distance Learning • Established in 2005; • connects 5 the biggest cities of Ukraine (Kyiv, Dnipropetrovsk, Lviv, Odesa, Kharkiv).
Training of Masters in Public Administration For the period 1995 to 2011 15225 MPA studentswere trained at NAPA 1995-1996 156 students 2009-2011 2700 students

Training of Highly Qualified Researchers and Research Teaching Staff • NAPA trained 71 of PhD and 436 post graduate fellows; • At present about 500 of postgraduate fellows, 80 doctoral candidates study at NAPA and 4 Regional Institutes of PA.
In-service Training More than 15.000 of civil servants, local government personnel, public officials of local administration and manages of state enterprises, institutions and organizations are trained each year at the Institute of In-service Training for Senior Management Staff and in the Regional Centers. In the period 2005-2010 Institute of In-service Training for Senior Management Staff in Kyiv trained more than12.500of civil servants and local government personnel: • professional trainings programs − 7502fellows; • thematic short-term workshops − 4992fellows.

NAPA cooperates with: 49 international institutional partnersfrom 24 countries, At present NAPA implements 9 international programs and projects. 18 international experts took part in the process of MPA training in 2009-2010. NAPA is a member of: the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee), the European Association of Public Administration Accreditation (EAPAA), the European Group of Public Administration (EGPA), European Network of Training Organisations for Local and Regional Authorities (ENTO) the International Institute of Administrative Studies (IIAS); Educational Network of Global Development (GDLN).
