STATUS ON FILLING OF VACANT POSTS AND STRUCTURE OF DSDPortfolio Committee meeting of 6 September 2017
PURPOSE • To provide progress / status on the filling of- • funded vacant posts per programme in the DSD; and • funded vacant SMS posts (acting positions). • To provide an update on the structural configurations being considered.
STRUCTURE • CONTEXT • Reduction in Compensation Budget; • Refinement of Programme 1 / Consultation with DPSA; • Governance and Compliance requirements; • Core Mandate of DSD (Disability and Oversight) • OPTIONS • 3 options for consideration
PROPOSED STRUCTURE • OPTION 1 (v10A – Annexure A) • Elevated Disability Function to a Branch; • Incubation of Inspectorate – Branch; • Re-instated oversight function; • Cleaned up Programme 1; • Strengthened Anti Corruption and Integrity Management; and • Strengthened Social Policy – Chief Directorate. • OPTION 2 (v10B – Annexure B) • Changes to Branches Children and Specialised Services; • Internal re-organisation and creation of new posts; • Creation of separate CD for Substance Abuse and Social Crime prevention. • OPTION 3 • Option 1 with Strategy and Corporate Service combined; • Funding
RECOMMENDATION It is recommended that the Portfolio Committee notes the progress / status of- • Filling funded vacant posts per programme; • Status on filling of funded vacant SMS posts; and • Structural configuration options being considered.
