ASES Budget Update &New CDE Guidance on the data-driven continuous improvement process
ASES budget update • Many ASES programs struggling due to flat funding in the face of increased cost pressures • Two strategies put forward to address the issue (CA budget strategy, SB 645 (Hancock) • CA Legislature approves $25 million increase in CA budget proposed to Governor Jerry Brown. • SB 645 amended to assist with implementation of increased budget. • Jerry Brown does not approve increased ASES funding as part of CA budget. • SB 645 further amended to: • Authorize up to five furlough days each year; • Allow grantees/programs to determine which grades they will be served based on local needs; and • Conform middle school attendance requirement to elementary school attendance requirement, by deleting the specified minimum number of hours and days each week.
Evidence of continuous quality improvement • SB 1221now codified in education code: EC 8484 (a) (2): • Programs shall submit evidence of a data-driven program quality improvement process that is based on the department’s guidance on program quality standards developed pursuant to paragraph 3.
Informed by the Work Group on Quality Standards (Phase II) • Created by Public Profit • Describes: • A variety of self-assessment, observational, and external assessment tools. • How tools correlate with crosswalk. • Properties of tools (access, cost, ease, training) • Detailed description of tools.
Evidence of Quality Improvement • CDE will not be prescribing the tools to use; programs should use tools • and assessments that best fit their program(s) • The tools listed in the Crosswalk are suggestions and not endorsed by • the CDE After School Division.
Strategies for Quality Improvement • Programs can also use current methods they may be using to evaluate their programs such as: • Focus groups • Interviews • Surveys • Assessment tools
Components of continuous improvement • Self-Assess and plan • SET YOUR OWN PROGRAM-SPECIFIC GOALS • Observe / Coach & plan for improvement • Evaluate / Measure • Analyze progress on ongoing basis / adapt plan as needed
Continuous Quality Improvement • Programs are not expected to receive positive results from their quality assessments • Programs should focus on a few standards at a time (perhaps 2-3)

Evidence of data-driven continuous quality improvement process Programs will address three questions as part of their commitment to engage in a continuous quality improvement process • Indicate all stakeholder groups that may be involved in the quality improvement process. • Briefly describe the strategies that the grantee may use to engage local stakeholder groups in the Program Quality Improvement Process. • Indicate all assessment tools and strategies that sites may use to assess program needs.
