Introduction The contribution of science and technology to contemporary socio-economy has became the focus of public concern. The transfer and transformation of S&T achievements, a particular concept with Chinese characteristics, is always used to measure the contribution of science and technology to economic and social development. So how to evaluate the level of transfer and transformation of the S&T achievements is so important.
The definition of the problem • The concept of “rate of technology transfer “is usually viewed as the same or similar index to the level of transfer and transformation of S&T achievements. Then there comes a lot of rhetoric that consider the level is low, Such arguments has caused great misleading to the public. So it’s necessary to compare the two concepts to redefine the concept of transfer and transformation of S&T achievement
The comparison of related concepts • Technology Transfer: • How to transfer the technology from the public sectors to private sectors, from the military to civilianis the concern of science and technology policy concern. • Transfer and Transformation of S&T Achievements: The combination of science and technology and economic society depends not only the on the “Transfer”. There are so many factors which impose impact on the integrating of scientific progress with economic development .
The future analysis • The “open innovation “ • The enterprises • The universities and research institutions • The transfer and transformation of S&T achievement is a complicate process instead of a liner one of transfer . • So the level of transfer and transformation of S&T achievements, considered equivalent to the rate of the “technology transfer”, to represent the contribution of science and technology to socio-economy is so unreasonable.
A new evaluation model • We try to put forward the network model which embodies the characteristics of all subjects interconnect ,then to evaluate the ”Level” by monitoring the status of the entire network.

This paper provides a new perspective to solve this problem. And the subsequent research will focus on the evaluation index system for a more comprehensive research, and strive to draw more fine evaluation model
