  2. 16th Amendment- Congress shall have the power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration. Passed by Congress- July 2, 1909 Ratified- February 3, 1913

  3. Story Behind the Amendment • There were many Americans who were concerned about the way the government was taxing them. http://www.webclamor.com/things-to-remember-while-filling-itr/

  4. Clothes, Tea, Coffee, Raw Materials, rum, etc. Before the 16th Amendment, the bulk of the revenue was collected through tariffs. A tariff is a tax or duty on imported goods. Importers paid the taxes and then passed the goods along to consumers by charging higher prices.

  5. The First Income Taxes • The first federal income tax was first used during the Civil War around 1861.

  6. Pollock Vs.   9. Income Taxes • An income tax is very different than previous ways the government used to collect money. Again, most of the money was collected through tariffs. But the tariffs didn't bring in enough money because they wouldn’t pay for a fraction of the cost for services like national defense, Social Security, Medicare etc.

  14. BUT, IS THAT REALLY A LOT CONSIDERING THE PERCENT OF PEOPLE THAT PAY INCOME TAXES? Government collects about 1.08 trillion dollars each year from income taxes.

The Problems that led to the Amendment • The main problem was that the income tax law was a direct tax but it was not based on the census even though in the original Constitution, it said that any direct tax had to be based on the census.   16. How Important is the 16th Today? ON A SCALE FROM 1-10, IT THINK THAT THE 16TH AMENDMENT WOULD A 8 TO A 9.
