NETCOM / 9th Army Signal Command MARS METL • As the executive agent for DA, provides global management and direction for • the Army Military Affiliate Radio System (MARS) and Amateur Radio • programs for the Army. • Directs and supervises the development and execution of MARS emergency • radio communications plans, exercises and actual disaster relief in support • of DOD, JCS, DA Military, Joint Director of Military Support (JDOMS), Federal • emergency Management Agency (FEMA), NCS-Shared Resources (SHARES), • and civil requirements in support of national security and emergency • preparedness activities. • Assists in effecting normal communications supporting military, civil and/or • disaster relief officials during periods of emergencies including HLD, HLS. • Represents Army MARS at DOD, JCS, DA, JDOMS, FEMA, SHARES and • Amateur Radio Relay League (ARRL) conferences. 5 9/28/03 Chief Army MARS

  38. MARS Mission • 2-2. Mission. The mission of Army MARS is to: • a. Provide DoD-sponsored emergency communications on a local, national, and international • basis as an adjunct to existing DA communications. • b. Provide auxiliary communications for military, Federal, civil, and/or disaster support • officials during periods of emergency. • c. Assist in effecting normal communications under emergency conditions. • d. Handle morale, welfare, and official record and voice communications traffic for Armed • Forces and authorized U.S. Government civilian personnel stationed throughout the world. • e. Establish programs to create civilian interest; recruit qualified volunteers; furnish • appropriate training in military communications techniques and procedures to volunteer MARS • members and military MARS stations. • f. Initiate efforts to improve high frequency (HF), very high frequency (VHF), and ultra high • frequency (UHF) radio and computer systems operating techniques and technology through • experimentation and testing. • g. Conduct an appropriate military-to-amateur-radio exercise as an integral part of the annual • celebration of Armed Forces Day in accordance with DoD Directive 4650.2. • h. Serve as the custodian of the Army radio call sign WAR. • i. Provide a network for reporting essential elements of information (EEI) on matters of • interest to emergency management agencies. • j. Provide a reserve of personnel trained in military radio communications, techniques, and • procedures. • -From MARS SOP

  39. The Utah National Guard and Army MARS • Creates synergy, each organization brings strengths that match the other’s needs • MARS - Volunteer radio operator members without significant funding. They have technical and life skills, a willingness to serve without pay and a focus on communications excellence. Previously they supported the US Army signal battalion stationed at DDO, which had a full time MARS station, until the early 1990’s when the unit was disestablished • UTNG - Has a state mission of military support to civil authorities and Homeland Defense, but limited UTNG units with communications assets and operators trained for the mission.
