NFFWP : Precursor to NREGA • Perspective Plan of 18 district prepared by PRIs in consultation with reputed agencies like; IIT Kgp, XIM Bbsr, ORMAS,& CYSD . • Government Policy to enhance irrigation coverage upto 35% of total cultivable land – accordingly minimum 50% of allocation to go to irrigation sector – by creating/renovating water bodies. • Further emphasis was laid on providing all weather accessibility to the villages having population more than 1000.
NFFWP : Continued • Emphasis on development of GIS data with a complete inventory of roads , water channels and water bodies with standard coding pattern prescribed. • Accordingly 5 year Perspective Plans of 18 districts have been prepared. • Consequently these plans have been made NREGA compliant. • Now Annual Plans have been derived from these Perspective Plans for preparing shelf of projects and executing under NREGA.
TYPES OF WORKS TAKEN UP IN ORISSA Objective- Provide employment guarantee and side by side build up robust infrastructure in rural areas. • Irrigation, water conservation/harvesting. • Provide an irrigation source in the land of SC/ST to bring irrigation coverage of the cultivable land of the state to 35% . • Rural connectivity for providing all weather access. Even Pucca roads are built maintaining wage/material parity of 60:40 ratio at District level OREGS provides for this. • Afforestation (Avenue+Block plantation)
MIS and IT Application Vision: Automation for Transparency • E-Panchayat with capacity to • inform • interact • transact business on internet • Three-tier PRIs inter-linked electronically with Directorate and Secretariat with automated • Fund flow • Financial accounting • Project monitoring • Beneficiaries monitoring
Steps taken since April 2004: Today’s Situation Providing computer hardware to each and every Block office including LAN facility. All 314 Block offices in Orissa. The DRDAs already have the necessary computers and peripherals since last 3 years. V-SAT based 128 kbps network facility connecting all the Blocks, DRDAs with the State All 314 Blocks and 30 DRDAs. Over 314 Blocks have already got the V-SAT commissioned. I.T qualified technical personnel to provide on site support for application software and training. 344 technical personnel have already been in position since April 1st week of 2004. Direct Reception System (DRS) facility for training of the functionaries of PRIs. VSAT connectivity for transfer of Information. All 314 Blocks and 1192 GPs in KBK districts . All 314 Blocks,30 districts are linked with state Hq. Implementation of PRIASOFTfor funds flow monitoring as per the CAG – compliant Online transmission of data in 6234 GPs, 314 Block & 30 DRDAs on monthly basis linked to PR website. Implementation of RURALSOFT for monitoring of physical progress of Poverty Alleviation Programmes Online transmission of data in 6234 GPs, 314 Block & 30 DRDAs linked to PR website. MIS & IT APPLICATIONS : Continued Such functionally stable IT infrastructures enabled the implementing agencies to feed the NREGA data online: • 27.34 lakhs families registered (out of 44.80 lakhs), Data entry of 23.17 lakhs families have been made inNREGA Software. http://nrega.nic.in • 20.25 lakhs families have been issued with Job-Cards. -Data entry related to New Works, Work Allotment, Muster Roll in Progress. Digital Photographs of 57 lakhs individuals in progress. • All MPRs are being sent to Government of India electronically.
Man Power Planning • Government approved in first stage: • 410 G.P Technical Assistant (one for 10 G.Ps): 205 already in position • Gram Rozgar Sevaks in the G.P.s, where there is no Secretary. • 205 Computer Assistants (one for each Block) • 30 firms of Chartered Accountants on outsourcing basis at Block level.
Challenges and Issues • Effective Social Mobilisation through Multi-Media campaign for mobilising sufficient jobseekers to work – a time consuming process. • Strengthening of GP and capacity building of its manpower – A time consuming process. • Building Robust Infrastructure in Rural Areas Requires Labour Supporting Machines.
Challenges and Issues :Continued • Livelihood linkages-Tank for Pisciculture/Horticulture-1 lakh tanks in the lands of SC/ST BPL families. • To execute such works minimum requirement of labourers may be reduced to 10/20, from the present requirement of 50 as stipulated in Schedule II (13 a). • Involvement of SHGs for Awareness Generation and Exeuction of works. • Administrative Charges may be enhanced to 6% of the allocation to cater to manpower and logistical need.
