Why does GS/OAS travel? • Travel is an integral part of our business and an instrument to achieve the objectives of the Organization • It allows the OAS to execute its mandates by bringing people together, both at headquarters and throughout the region, to strengthen cooperation and advance common interests • Travel facilitates the execution of programs under the IACHR, Human Development and Education; and allows attendance to Summits, Ministerials, high level meetings and regional networking fora • From the donors perspective, the GS/OAS has the legitimacy, credibility and mandate to prevent conflicts, secure peace and protect democratic values; and travel is a key element in performing these functions • Design and implementation of development cooperation and other regional activities require local participation
Mandate • To instruct the General Secretariat to reinforce the measures that ensure compliance with the rule established by the Permanent Council, which requires that all tickets paid for by the Regular Fund, the OAS Development Cooperation Fund (formerly FEMCIDI), specific funds, and trust funds administered by the General Secretariat be purchased in economy class, except for travel by the Secretary General, the Assistant Secretary General, and the Chair of the Permanent Council. • Review of the Premium Fare Transactions: • Most premium fares charged to the Regular Fund are for the Secretary General, the Assistant Secretary General, and the Chair of the Permanent Council. • According to our rules, the SG may authorize premium fares. • All other approved premium class were approved by the SG and were mostly used for project related (Non-Regular Fund) activities such as Electoral Observation Missions. • The Department of Procurement has not found cases of non compliance.
