Our LSP’s Background • Unique • Formed voluntarily before Government legislation • Simple and informal concept • No politics • Operational people – no science applied • Happy innocent days
What we did then: • North Leatherhead was the top priority • A central part of our activities • LSP highly influential • The Police • Surrey County Council • Mole Valley District Council • “Shadowy but powerful with no public profile”
How did we change? • The bureaucratic world caught up with us – Local Government Act 2000 • A prototype LSP- need to bring in a formal process • Annual report back to Local Committee • Chair of the LSP handed to external partner • Membership increased • Action Plan got bigger…and bigger • Terminology • Some core membership fell away
What problems did this give us? • Motivation • Increasing complexity ‘not the day job’ • Democratic deficit • Many, many, more
Some solutions • Out of the gloom of the ever increasing Action Plan – some flagship projects • Steering group formed around the Chair • Partnership Agreement
Some remaining issues • Democratic deficit • The LSP’s brand – LVMH? Dom Perignon Christian Dior • The LAA – how will the District’s LSP be engaged?
What is meaningful District Engagement? This has two meanings: • Within the District? North Leatherhead is testament • With the County?
