Assumptions • An assumption is a supposition on the current situation or a presupposition on the future course of events, either or both assumed to be true in the absence of positive proof, necessary to enable the commander in the process of planning to complete the estimate of the situation and make a decision on the course of action (option)
Regional Analysis: Country Actor For each country/actor with a stake in the situation • General (consider factors such as, but not limited to: Population and Demographics, History, Current or Potential Conflicts, Ethnic Groups, Religion, Cultural Attitudes, Economy, Key Individuals/Groups, Government/Politics, Communications and Media, Impact of Factors on Relations with other countries) • Interests • Objectives (make the distinction from interests) • Current US Programs (Security Coop, Economic Assistance, ets) • COA (most likely) • COA (most dangerous) • Consider the actor’s degree of interest in the outcome • Does the actor have the power to influence the outcome? • Will the actor use power to influence the outcome?
US Option # (1,2,3,etc) • Each option Adequate, Feasible, Acceptable, Distinguishable, and Complete (screening criteria) • Options should integrate all the elements of National Power – DIME • Include Flexible Deterrent Options (FDOs) • Develop a balanced range of options • Define option in terms of: • The mix of power resources to be applied (given the advantage and disadvantage of each instrument) • How the instruments of national power will be applied (negative, positive, unilateral, multilateral, etc) • How the use of the instruments will be phased • Risks involved
Evaluate and Compare Option • Again each option must be - Adequate, Feasible, Acceptable, Distinguishable, and Complete - Don’t show the JFC something which will obviously not work, is too costly, is clearly unacceptable or one dimensional…but you can work close to the margin • Apply criteria developed from a variety of sources • Address relative risk among the options
Recommendation • Why do you recommend this option? • What caveats affect the option (include impact of assumptions)?
