Relation CERN-SPAIN • Positive influence on the development of Physics in Spain along the last four decades (CIEMAT, CSIC and Universities). • Spanish CERN Staff members are 101, this is 4.3% of the total. Almost a factor two lower than the present economical contribution that is 8.3%. In 2007 the success rate of Spanish candidates was 2.34%, this was the lowest of all States. This is was not due to lack of good candidates (21 pre-selected) but to the very final selection process which reduced it to 3. This means a success rate of 14.3% again the lowest of all member States for this step. • This low rate probably has to do with the low number of Spanish in direction positons. Group leaders plus Deputy group leaders are only 4,9% of the total. • The official number of Spanish CERN users is only 260 (4.7% of the total). The new center CPAN should enhance the community. • The technological return factor in the period 2002-2005 was 0.76. However in 2006 and 2007 has decreased to 0.37 and 0.27, respectively. This is due to the end of LHC though Spain even in these circumstances should have obtained more contracts in services. C. Pajares

Relation CERN-SPAIN ACTIONS TO DO: • INSIDE SPAIN: • Go ahead with the CPAN and give additional support to High Energy Physics with a flexible and decentrilzed structure • Increase the information on CERN opportunities and facilities in engineering departments • Improve the coordination of the relation between CERN and Spain • INSIDE CERN : • Increase the Spanish presence in direction positions at CERN • Improve the balance between the number of Spanish candidates appearing in the selection boards and the ones finaly selected • Better sensitivity to the Spanish technological return.
