  2. Cause of the Problem In 2006 The state legislative was sued by the school districts because of there funding system. The legislative was told by the court to fix the system, And from this three different problems where created; tax rate election, shortfall and target revenue.

  6. Shortfall Effects • A 26 billion dollar deficit (shortfall). • Government is making budget cuts. • Schools all over the state have to make budget cuts. 3. Texas children’s education is being put into jeopardy

  7. TARGET REVENUE + SHORTFALL + TAX RATE ELECTION = BUDGET CRISIS

  8. Target Revenue Solutions • Change the way money is distributed to schools by using AS (average student) and WS (weighted students). Also changing the amount a student is worth every day they attend school. (AS x 20 x NOSD) + (WS x 30 x NOSD) • The Cap!!!

  10. Shortfall Solutions • Raise the Property tax to $1.30 • Change the Business margin tax to Profit margin tax
