  3. This momentous endeavour generates diverse: Demographic and socio-economic information that enhance policy decision-making. It also gives insight into performance in relation to the implementation of government policies and programmes Importance of Conducting the Census

Undercount Census 1996 : 10% Undercount Census 2001 : 17% Possible contributors: Inconclusive planning and lack of capacity Failed advocacy and publicity campaigns Incomplete and accurate address list Payment of field staff - timing Untargeted recruitment of staff Inefficient and ineffective training of staff Inadequate fieldwork organization Inadequate quality assurance and monitoring processes Hard-to-count groups – no clear strategies Previous Censuses

To plan and manage the design, collection, processing and dissemination of an accurate census 2011 within the stakeholders definition with the aim of: Enumerating all persons within the country without omissions or duplication Provide universal and relevant data that meets the country’s and international needs Census 2011 Mandate

To ensure proper coordinated and integrated planning To conduct a comprehensive advocacy and publicity exercise in support of all census processes To conduct a compressive testing of all processes To produce comprehensive and relevant data items, questionnaire and census products Meeting our mandate

To conduct verification and validation of all demarcated EAs and also perform listing of all dwellings in the country To enumerate each and every person in the country without omission and duplication To accurately convert information from the questionnaires into electronic data and produce primary tables Disseminate census data and products (in partnership) Meeting our mandate Cont

Benefit of data collected Provide the base and platform for: Measurement for evidence-based decision making Rational planning both at provincial and municipal level Monitoring and evaluation of projects across municipalities Municipal budget allocation Poverty measurement and comparability across municipalities Resource allocation for implementation of programmes Tool for bench-marking changes within the province and municipalities over time (20 years now) Census 1996, 2001 and 2007 Community survey collected similar data

  10. Kind of data to be collected Population distribution within each province Housing type in urban and non-urban areas Distribution of households Type of water source, distance traveled, access to water Toilet facilities Type of energy/fuel source, access to energy

Management and advisory Committees The Project nerve center Day to day monitoring and evaluation of project plans and activities /Tracks progress on a daily basis Technical committee Technical advisory arm of the project Census Steering committees To advise the project on matters relating to technical, operational in nature National advisory committee Advises the Statistician-General on strategic issues related to the project Provincial and District Steering committees Same roles as the national steering committee
