Welcome and Introduction 2019 District Assessment Coordinator’s Training KDE:OSAA:DAAS: 2/13/2019
Today’s Agenda • Transition to New Assessments and Security • Regulations and Accommodations • Alternate K-PREP • K-PREP • SDRR • High School • Accountability Updates KDE:OSAA:DAAS: 2/13/2019
Transition to New Assessments KDE:OSAA:DAAS: 2/13/2019
Tentative Timeline for Reading/Writing and Mathematics for Accountability Grades 3-8 Reading/writing and mathematics standards are currently in the regulatory process for approval. Grades 3-8 Current reading/writing and mathematics standards are being tested for accountability in 2018-2019 and 2019-2020. Test format and name remain the same, K-PREP. (Note: Editing and Mechanics are not included in accountability for 2018-2019.) Proposed new standards will be field tested in 2019-2020 and used for accountability in 2020-2021. The Spring 2020 field test will be an onlinestand-alone field test. Newly proposed Kentucky developed standards clarify content and expectations for students and introduce a new architecture. Tentative Timeline for Reading/Writing and Mathematics for Accountability HS Reading/writing and mathematics standards are currently in the regulatory process for approval. High School • Current reading and mathematics standards are being field tested for new test design in 2018-2019 and for accountability in 2019-2020. • Proposed new standards will be field tested in 2019-2020 and used for accountability in 2020-2021. • Grade 10 (reading and mathematics) • English I and II • Algebra I and Geometry (standards aligned to these courses) KDE:OSAA:DAAS: 2/13/2019
Summative Assessment Schedule (Elementary/Middle) TENTATIVE Current = Current Kentucky Academic Standards (bold font) New = New Kentucky Academic Standards (regular font) Paper and Pencil Administration Online Administration Kentucky is in the process of transitioning assessments from paper-based testing (PBT) to online administrations. Tentative Transition to Accountability • Social Studies (elementary, middle, and high) • Pending adoption through the regulatory process • Similar to the reading/writing and mathematics approach • Field test in 2019-2020 • First operational test in 2020-2021 • Science (elementary, middle, and high) • Current standards operational until new standards are adopted • Standards eligible for inclusion on the grade 11 science assessment are grades 8-HS, including the Engineering and Technology Standards. • Next adoption cycle scheduled for 2020-2021 • Field test to follow approved standards KDE:OSAA:DAAS: 2/13/2019
Test Security New Vendor, New Approach KDE:OSAA:DAAS: 2/13/2019
Test Security RFP test security (no longer Pearson) • KDE is seeking a vendor to assist with answer change/erasure analysis, timing and examination trend analysis, similarity analysis, unusual score gains and drops, and additional analysis. 2018 KDE made full monitoring site visits at selected schools throughout the state based on erasure analysis data. KDE:OSAA:DAAS: 2/13/2019
Lessons from Monitoring • Scripts • Scripts need to be read in their entirety. • Scribes • If a student receives a scribe, the student shouldn’t be writing anything (e.g., prewriting, scratch paper) unless student chooses to. • Paraphrasing • Test Administration vs. Test Booklet KDE:OSAA:DAAS: 2/13/2019
ParaphrasingTest Administration Manual Test administrators may paraphrase directions from the TAM/Scripts if the student’s IEP or 504 Plan allows for paraphrasing. KDE:OSAA:DAAS: 2/13/2019
ParaphrasingTest Booklet Test administrators may paraphrase test section directions from the test booklet, only if the student’s IEP or 504 Plan allows for paraphrasing. Paraphrasing test item prompts is NOT allowed. KDE:OSAA:DAAS: 2/13/2019
Assessment Regulations and K-PREP Accommodations Presented by Kevin O’Hair and Pam Powers KDE:OSAA:DAAS: 2/13/2019
Regulations 703 KAR 5:070 and 703 KAR 5:080 • Administration Code 703 KAR 5:080 • No Changes • Inclusion of Special Populations 703 KAR 5:070 (Content Clarification) • New PowerPoint training is complete • New video training is recorded KDE:OSAA:DAAS: 2/13/2019
703 KAR 5:070 Why did the Inclusion of Special Populations regulation change? • The regulation itself did not change, the training had to change based on language within the regulation. • See Section 2-Inclusion of Special Populations Reader for EL Students Handout. • Technology is not permitted for EL students per the Program Service Plan (PSP). The regulation does state that text readers (text to speech) are permitted for students with a reader identified on their PSP. KDE:OSAA:DAAS: 2/13/2019
Administration Code • Training in Administration Code is required for administering any state assessment. • Test Security: • Security is everyone’s responsibility • Proctor needs to be up, moving and engaged • Random site visits completed by KDE staff during testing • Know how your school/district handles cell phones Good Process = Good Security KDE:OSAA:DAAS: 2/13/2019
Inclusion of Special Populations • Training in both Administration Code and Inclusion of Special Populations is required for administering state assessments with accommodations. • Know student accommodations and when changes occur. • Considerations for Providing Accommodations: • Always Part of Instructional Program • Student Driven • Encouraged to Consider Technology First • Train as many staff as you can just to be safe!! KDE:OSAA:DAAS: 2/13/2019
K-PREP Accommodated Material Choices Individual Orders Required Braille Large Print Audio CD Text Reader Materials KDE:OSAA:DAAS: 2/13/2019
