II. 1&2. Indonesian HEs’ EQA: Establishment, Authority &Ownership • EQAA for HEs: • BAN-PT (Established in 1994) • EQAA for School & Madrasahs • BAN-S/M (Established 2006) • Non formal Education • BAN-PNF (Established 2006) • National Education Standard Agency (Normative body to set up standards)
Authority and Ownership • Established and funded by the Government: as Independent Agencies • Fully Funded by the government as Independent Bodies and responsible only to the Minister of National Education • Have a full authority in Management and Decision making (AUTONOMOUS) for all Accreditation Processes
Mandate (Tasks) of BAN-PT(MoNE Decree no: 28, 2005) • To formulate operational Policy • To disseminate accreditation Policy • To accredit Higher Education.
Functions of BAN-PT(Verse (1) MoNE Regulation no 28, 2005), • To formulate policy & decide HEs’ acreditation; • To formulate criteria and propose HEs’ accreditation instruments/provision to the Minister; • To carry out dissemination of HEs’ acreditation policy, criteria and provisions.; • To carry out and evaluate implementation of HEs’ accreditation; • To give recommendation of the follow-up actions of accreditation results; • To nationaly publicize results of HEs’ accreditation; • To report HEs’ accreditation results to the Minister; • To administer the BANPT daily businesses.

Development of Indonesian QA • QA-System is developed by DGHE & BANPT as the quality setter. (Now the National Education Standard Agency formulating the Mandatory Standards); • HELTD (1995-2005): The New Paradigm of HE (Quality, Autonomy, Accountability, Evaluation & Accreditation) • HELTS (2003-2010) : Nation’s Competitiveness (Quality), Autonomy, Organizational Health)

IV. Issues, Challenges and Future Direction in Assuring Higher Education IV.1. Internal Issues and Challenges • the IQA-system of BAN-PT: it is closely related to the capacity building : • Governance, • Leadership, • Management (IQA of the BAN-PT), • Financial management, • Human resource management, • Information and ICT management .
IV.2. External Issues 1). The huge number of SPs and the Widespread/Disparity ( related to the area of Indonesian archipelago) 2). Inculcating the values of QA and Building the mind set up of QA in HEIs, 3). Quality improvement of assessors, 4). Separation of the sources of funding and authorities, i.e., for the common public universities and the religion-based HEIs. 5) Trans-national education.

Challenges • Stringent financial government regulation and law have caused incentive programs cannot be developed in a desired rate. • Limited budget to carry out trainings and development of assessor, and strategic cooperation. • Limited numbers of highly qualified assessors (only 700) sometimes complicate the deployment of assessors.
Future Direction in Assuring HE Quality • Capacity building through Networking, Benchmarking Building Strategic Alliances • Consolidating agenda of interests of OIC members • Promotion and facilitation of Strategic alliances and international recognition program of OIC members • Strengthening linkages amongst the OIC members though ICT supports (website development and the derivatives communication forums)
