Definitions Conveyance – Facilities used to move wastewater (includes pumps, pipes and sewers) Force main – A pressure pipe in which wastewater is conveyed with the use of pumps (pump station) Gravity sewer – A pipe that is constructed with a continuous drop in elevation to convey flow Temporary conveyance – A temporary wastewater conveyance pipe typically run above ground and permits the existing pipe to be drained, cleaned, inspected, and repaired Interceptor – A force main or gravity sewer that intercepts wastewater from multiple communities and conveys it to one of the regional wastewater treatment plants.
The Purpose of the Project • Increase pumping station capacity to accommodate growth and improve efficiency • Correct known problems • Construct redundant facilities to allow condition assessment and repair
Existing System MCES L27 Pump Station Constructed in 1971 Receives all wastewater generated in Hopkins MCES 7026 Sanitary Force Main Five mile long force main between L27 and 27th Street and Humboldt Avenue South in Minneapolis City Pump Stations Three pump stations serving nearly 20% of St. Louis Park One pump station serving an area near Lake of the Isles in Minneapolis
Existing Facilities Assessment • The L-27 lift station has reached its useful life expectancy and maintenance issues in conjunction with the need to increase its capacity warrant consideration of replacement. • Age, operatingconditions, unknown pipe condition, and previous repairs warrant improvements to force main 7026.
Facility Plan Goals • Recommend Interceptor Sewer Corridor • Identify Type of Interceptor Sewer Facilities (Pumping/Gravity) • Evaluate Alternative Sites for Pump Station Location • Develop a Plan for Interceptor Sewer Construction

Cost Summary The estimated cost includes construction cost, design and administration, land acquisition, and contingencies.
Funding • Metropolitan Council projects are funded by bonds and Public Facilities Authority Loans, which are paid by regional sewer connection fees & user charges. • One-time increase of $150.01 per unit for new connection to sewer system (SAC) • $1.35 increase per year per household region-wide for 20 years (based on average annual water usage) • No assessment by Metropolitan Council
