DBT Changes • The Material Risk Review Committee (MRRC) Review Process • Process was updated and added • Unmanned Aircraft Systems (UAS) Threat • Updated numbers and capabilities to align with current intelligence assessment • Vehicle Borne Improvised Explosive Device (VBIED) • Weight modified to align with current intelligence assessment • System Effectiveness (PE) Reporting • UAS added to averaging and modified Graded Threat Axis accordingly

  3. Expectations • DBT changes • Develop/update implementation plans • Conduct analysis • Incorporate risk management principles

Counter UAS • The 2017 National Defense Authorization Act, P.L. 114-328, Section 3112, gave the Secretary of Energy the authority to take actions necessary to mitigate the threat that an UAS poses to the safety or security of covered facilities and assets. • Authorized actions include: detect, identify, monitor, track, confiscate, disrupt control of, and use of reasonable force to disable, damage or destroy UAS threats. • (14 CFR) 99.7 Special Security Instruction, protections for DOE Category I sites • UAS-specific flight restrictions over specific locations • Hanford, INL, LANL, Y-12, ORNL, Pantex, SRS

  5. DOE Interim Counter UAS Guidance • Report unauthorized activity to appropriate security personnel • Security should document and report in accordance with local procedures and Incidents of Security Concern (DOE O 470.4B) • UAS landing on DOE property should be treated as a suspicious package • Sites should identify and document trends associated with UAS and report to their Program Office
