  5. CURRENT STATUS & TIMELINE

Phase III WIP KEY FINDINGS  • Current pollution from District well below planning targets because Blue Plains not discharging at capacity, but Blue Plains will need this capacity in coming decades due to: • Economic and population growth​ • Clean Rivers Project • Climate change Photo Credit: Krista Schlyer

KEY FINDINGS  • District’s current rate of implementing stormwater management practices under MS4 permit and planned stream restoration will meet nonfederal planning targets, including additional reductions to address climate change: ​ • 85% of stormwater management due to compliance with stormwater management regulations​ • 11% from tree planting requirements • 4% from voluntary projects Photo Credit: Krista Schlyer Photo Credit: Krista Schlyer

KEY FINDINGS  • Stormwater management implementation assumptions take into account: ​ • ​Only two-thirds acres meeting 1.2” retention standard; rest is MEP • Only including non-federal lands • Voluntary projects only meet 0.5” retention rate • Even though meeting Bay goals early, cannot slow down because local water quality harder to attain

  11. KEYFINDINGS Implementation in targeted sub-watersheds increases benefits for local water quality, restored streams and climate resilience

KEY FINDINGS Increasing BMP maintenance and inspection workload • Unmaintained BMPs do not reduce as much pollution • Chesapeake Bay Program will not give credit for BMPs unless can verify they are maintained • Strategies to encourage maintenance and inspections: • Stormwater Retention Credit and RiverSmart Rewards programs • New Self-Inspection/Self-Reporting pilot • Increased resources for inspections • Grants to support innovative maintenance solutions • Exploring options to expand maintenance at District facilities Photo Credit: Krista Schlyer

KEY FINDINGS Chesapeake Partner Advisory Group identified: • Maintenance, supporting local champions, and increasing awareness of SRC program as top issues • Making engagement a grant output, linking BMP maintenance and workforce development, and encouraging entities to buy SRCs as top proposals Many issues and proposals identified and prioritized by C-PAG align with DOEE initiatives currently underway and can inform these efforts
