Introducing the Standards-Based Management System • Develop a set of integrated management systems that support the needs of the business & deliver value to the customer • As much as possible, think process, i.e. all steps for a specific task are located in one place, in a logical order, regardless of who is responsible for the function • Bring the right requirements to the right people, in the right way to help them accomplish their mission. • At PNNL, we call this integrated management system approach the Standards Based Management System (SBMS). 5

  16. CONCLUSION: How do we integrate programs into our business? First things first: • Define your business model • Identify the set of management systems (processes, functions) needed to support the business. • Define the Management Systems (including requirements and drivers) • Measure the outputs, effectiveness, & efficiency • Improve the systems based on internal & external assessment and comparisons • Don’t add a new Management System for every new “program” or initiative 16

  17. CONCLUSION: But, then How do we integrate new programs? As part of continuous improvement and to meet new requirements flowing from programs: • Assign requirements to appropriate management system for deployment • Add new elements or processes to management systems • Improve existing processes or procedures of existing management systems Don’t add new management systems because you’ve already established what your business needs to operate. https://sbms.pnl.gov 17

  19. What is Standards-Based Management System? The term SBMS is a number of things • It is a management philosophy that values systems and processes over experts and organizations. • It is a “hierarchy” of information tailored to specific needs and audiences. • It is a structured methodology for involving “workers” in the development of Enterprise/Company-level procedures. • It is an integrated system to make all the above work day-to-day. • It is a process to ensure the the correct information is delivered and appropriately integrated and controlled. • Last it is a contemporary Web-based electronic delivery system for Enterprise-Level requirements documents. 19

  20. What is the value of SBMS for an enterprise? It allows an enterprise to: • better align functional organizations with the mission needs • integrate support functions and eliminate conflicts and redundancies • provides a context for improvement activities and initiatives • improve performance of support organizations from mission/ programmatic perspective • provide support services that mission/program customers “want” and need 20

  21. What is the value of SBMS to people? SBMS is an improved method for developing procedures that are based on user-defined work processes and requirements. • Reduces process complexity and increases consistency • Each document has a defined purpose, target audience, and intended use • Ensures integration of activities through involvement/ownership of all stakeholders 21
