Monitoring of oil and gas projectsin Primorye Our campaign was successful Our joint efforts resulted in moving the pipeline farther north from Baikal UNESCO World Heritage Site, re-routing of the Siberia-Pacific Oil Pipeline and choosing alternative terminal location in Kozmino bay. Nevertheless, in 2006-2009 Phoenix continued tracking down all information related to this issue and distributed it among all concerned people/organizations. • Scientific assessments of the project’s social, economic and environmental impact and publication of the results in reports in Russian, English, Japanese and Korean Phoenix Fund has been campaigning against the route of the Siberia-Pacific Oil Pipeline since the Russian Prime Minister Fradkov officially announced the pipeline project on 31 December 2004 • An international media campaign aimed at coverage in newspapers and on television • Several NGO petitions to president Putin and other decision-makers • Advise to public and commercial banks not to provide funding for the pipeline project, unless the pipeline route was changed in order to diminish the environmental impact. • Website alerts requesting readers to send letters to Putin and other decision-makers Together with Russian and western partners we carried out a large number of campaign activities including: • Protest demonstrations • Lawsuits addressing violations of Russian laws during the project’s planning process

Pipelines in Tiger’s and Leopard’s Habitat Areal • The oil and gas pipelines are now being constructed through all Primorsky krai and in some areas they cross or lay near the habitat areal of Amur tiger and leopard. Phoenix keeps track of information on oil and gas projects in Primorye in order to determine their economic and environmental impacts and risks. migrationcorridors

Our prospects and strategies • Cooperation with regional authorities in environmental law enforcement through financing joint anti-poaching units (state and public rangers); • Continuation and extension of educational efforts; • Continuous support of Inspection Tiger in regard to resolution of conflict situations.
