  5. Key Development Outcomes Outcome 1.1:The Iraqi state has a more inclusive and participatory political process reflecting improved national dialogue. Outcome 1.2:The Iraqi state has more efficient, accountable, and participatory governance at national and sub-national levels. Outcome 1.3:Iraq has an improved legal and operational Rule of Law framework for administration and access to justice. Outcome 1.4:Governmental and non-governmental institutions protect and promote the human rights of all people in Iraq, with a focus on the most vulnerable.

Programmatic & Operational Considerations • Coordination and information-sharing within and between ministries, and between UN and GoI needs to be improved • Stronger government leadership needed for programme management and donor coordination • Pending constitutional issues create uncertainty regarding roles and responsibilities of state institutions (federal-provincial relations) • Human rights and humanitarian issues • Need for more women in senior decision making positions in government • Delayed appointment of decision-makers • UN security requirements limit access to counterparts and information, and increase costs of programme delivery • Build on existing national investments
