FERTILIZER ASSESSMENT • Assessment of requirement of fertilizers- is done by Department of Agriculture, Cooperation and Farmer Welfare (DAC&FW) & Department of Fertilizers (DoF). • Zonal Conferences for Kharif 2019 was held by DAC&FW on 5th February 2019. • States, Fertilizers companies, FAI participated

  3. FERTILIZER REQUIREMENT (including Reserve) FOR KHARIF 2019 In LMT

  4. Monthly Supply plan • Monthly agreed supply plan issued for each state- Urea, DAP, MOP and NPK • For the month of April 2019, Agreed monthly supply plan issued • Margins kept for prepositioning to meet peak demand in June, July and August In LMT

  5. MONITORING by DoF • Ensuring adequate & equitable distribution :- • The web based iFMS- • Weekly Video conference- States, DOF, DAC&FW & M/o Railways. All the States are regularly being advised to monitor the availability of fertilizers at district level. • Social media- whatsapp. • Daily/ Weekly report.

  6. Role of State Governments • DOF ensures availability of fertilizer at State level. Within State, the State Governments are responsible for equitable distribution as per district/block requirement. • To Check black Marketing, Hoarding and Diversion of fertilizers the state Governments are adequately empowered under FCO to take appropriate actions.

  7. Role of State Governments • There are provisions of Quality checks at each level and State Agriculture departments are empowered under FCO to do quality checks and take necessary steps.

  8. MIS REPORTS INTRODUCED FOR STATE USERS New reports introduced in iFMS • Top 20 buyers State-wise • Top 20 buyers (district-wise) • Frequent buyers in a State/district

MIS REPORTS INTRODUCED FOR STATE USERS Extract of “Top 20 buyers State-wise/ District-wise” report in CD for month of December 2018 and January/ February 2019 has been forwarded to all the Chief Secretaries/ Administrators of the States to examine whether the quantities of Fertilizers bought by top 20 buyers from retailers are justified by their operational holding, crop sown etc.

Adequate availability at District level • States must ensure adequate availability at District level • State Agriculture department representatives are advised to do the same • District wise availability from the DoF website mfms.nic.in • A letter in this regard has also been written to Pr. Secretary (Agriculture) in States

  11. Functioning of POS at retailer end • Anecdotally, it has been found that the stocks as PoS, physical stocks and stocks as per inventory records are not reconciling at retailer level. • State Agriculture may take proactive measures to check this.
