Bill 1266: English-Only Law • Because English has historic value in the United States and because English remains the language of law and business and because the inability to speak or read English results in continued impoverishment and social isolation, we mandate that all persons over the age of twelve (12) shall be able to read and write in English to a degree of proficiency no less than that of the person’s other spoken languages.
