  1. GCC-CRIMINAL INFORMATION CENTER TO COMBAT DRUGS Meeting of The Heads Of Drug Enforcement Agencies Of The Indian Ocean Region 28-29 October –Clombo(Sri Lanka)

  2. MISSION • To realize coordinate, integration and cooperation among the member states in the field of illicit trafficking in drugs, psychotropic substances and chemical precursors. Vision • To occupy front position internationally in the field of criminal information to combat drugs. The Objectives: • To coordinate the efforts of the member states in the fields of combating illicit trafficking in drugs, psychotropic substances and chemical precursors. • To facilitate joint operations and investigations including controlled delivery and to coordinate with competent authorities. • To assist in the unification of information exchange systems, including the data base of the competent authorities in the member of states. • To build regional and international relations at all levels.

  3. The Efforts of the GCC-ICC Center • The support of the GCC-CIC for the efforts of UN in creating an international unifies net for the combat of drugs. • Used to circulate the warning newsletters relating to the methods and trafficking  routes and concealment. and monitoring of emerging new substances . • Convened many  training workshop in the field of combating drugs according to the current international development (for both: officers and custom officers (The strategies of combating drugs and psychotropic substances). • Contributed in founding an international vision in the field of monitoring and evaluation the strategies of reducing the supply of drugs and psychotropic substances.

  4. Tracks & RoutesOf Drugs Smuggling To Arabian Gulf : Sea Track • Smuggling From Pakistan and Iran Air Track • Smuggling from Afghanistan, Pakistan, Iran, Africa, South America & some other Asian countries. Land Track • Smuggling of drugs across the land border from Jordan, Yemen and Iraq.

  5. Drugs Smuggled by Air Track: • Most drugs smuggled by air are Heroin, Cocaine, Marijuana, Psychotropic Substances & Spice

  6. Drugs Smuggled by Sea Track: • Most drugs smuggled by sea: • Hashish • Heroin • Psychotropic Substances

  7. Drugs Smuggled by Land Track: Most drugs smuggled by land: • Qat • Captagon • Hashish

  8. Methodsof concealment • It is well known that anything consisted of two parts would be a good place for concealing drugs between these two parts but the factory packing is more difficult. • There are many ways of concealment used in the Gulf area, of which:

  9. 3 Million captagon amphetamine tablets seized in Kuwait hidden in Compressor machines. Methods of concealment 10 Million captagon amphetamine tablets seized in Kuwait hidden in container. 24 Million captagon amphetamine tablets seized in Saudi Arabia at the Bridge between Bahrain and Saudi. 1.5 Million captagon amphetamine tablets seized in Kuwait hidden in coal bags.

Challenges: • Instability of the security situation in some neighboring countries. • The emergence of new types of psychotropic substances in the markets without criminalization. • Usage of the express mail for delivery to smuggle drugs. • Usage of the Internet to promote non-drug-trafficking project. • Difficult balance between tourism and economic activity of the country and between checking on passengers and cargo. • Misuse of the social media by drug dealers • Misuse of transit for smuggling through non-drug-producing countries. • Drug smuggling by manufactured products such as furniture, auto parts and other types.

  11. The GCC-CIC based on its regional strategic position decided to be present and represented at all events. as well as cooperating and coordinating with other regional and international organizations who are cosignatories of agreements and MoUs with the Center. • The GCC-CIC supported the creation of a unified international network to combat the drugs in collaboration with the UNODC which started work in 2014, hosted by Doha.

  12. Conclusion • No doubt that the drug problem is interconnected and it needs joint efforts to combat. • Successful combating depends on the comprehensive work and the accuracy of information. • We believe that cooperation and confidence is best way to success. • For that : the Center is opening the gate for cooperation with all parties.
