Fast-track Work Plan being fine-tuned. Monitoring responsibility at outcome and higher result levels entrusted to ITFC: Setting up of a Monitoring Unit, to cooperate with the executing agencies, and the partner country Focal Points.

Rather, it should be an opportunity to: Engage beneficiaries so that they feel ownership of results being achieved and are motivated to sustain them => Role of the AfTIAS Country Focal Points Demonstrate achievement of development results, and leverage for stakeholders => Project accountability.

7. Roles & Responsibilities for Monitoring (UNDP’s Handbook on Monitoring and Evaluation) مبادرة المساعدة من اجل التجارة للدول العربيةAid for Trade Initiative for Arab StatesAfTIAS Monitoring of development results takes place at different levels—typically the national & programme levels: Regular monitoring functions assigned to project managers at the output level: ILO, ITC, UNDP, UNCTAD, UNIDO. Outcome monitoring at higher result level [collective effort]: Each beneficiary being responsible for their individual and shared roles; ITFC: data integration & overall feed-back to the Project Board.

8. Monitoring Tools مبادرة المساعدة من اجل التجارة للدول العربيةAid for Trade Initiative for Arab StatesAfTIAS As soon as Fast-track Work Plan is adopted: Monitoring methodology will be proposed, using Key Performance Indicators to be defined (KPIs); Reporting requirements to support the monitoring responsibilities will be set in place, in collaboration with Focal Points and executing agencies.

11. Main Tasks of the AfTIAS Monitoring Unit (ITFC) (I) مبادرة المساعدة من اجل التجارة للدول العربيةAid for Trade Initiative for Arab StatesAfTIAS Support the assessment of priorities of the Initiative, incl. the selection of countries to benefit from AfTIAS, based on criteria of: Responsiveness, Absorptive capacity, Setting of an effective monitoring mechanism at the country level; Follow-up on the quality assurance aspects of the project, incl. the appropriate sequencing and the necessary dependencies and complementarities in the interventions;

Main Tasks of the AfTIAS Monitoring Unit (ITFC) (II) مبادرة المساعدة من اجل التجارة للدول العربيةAid for Trade Initiative for Arab StatesAfTIAS Assist in providing strategic guidance by ITFC to the project within the agreed time frame and resource allocations; Participate in the Core Support Group (CSG); Contribute to resource mobilization; Maintain regular contacts with the relevant Government officials and representatives, in view of maximizing synergies of the Aid for Trade with other TRTA-initiatives in the beneficiary countries;
