INTRODUCTION • Context Vulnerability of PWDs due to population growth, ageing, emergence of chronic diseases and medical advances that preserve and prolong life 85% of PWD live in resource poor settings People with physical, intellectual, mental or sensory disabilities are likely if not more likely to be at risk of HIV infection
ISSUES • Insufficient access to HIV information ( prevention, treatment) • Sexually active might engage in unsafe sex • Sexual violence • Access to treatment (limited) • Studies that include PWDs (time of evidence based planning and response) • Stigma and discrimination
NSPs • PWD have largely been excluded from national responses with NSPs failing to identify the vulnerability of PWD to HIV as well as the reverse relationship of PLHIV to disability • Human Rights Based Approach to planning
