  2. Battlespace Environment Alignment to CSAF Sight Picture Air Force Chief of Staff (CSAF) Sight Picture “Our goal is to make warfighting effects, and the capabilities we need to achieve them, the drivers for everything we do. The centerpiece of this effort is the development of new Task Force Concepts of Operations that will guide our planning and programming, requirements reform and acquisition.” • Task Force CONOPS implies new view of requirements • Warfighting strategies defined by “effects-based operations” • Not focused on specific platforms and/or weapon systems • Requires “network-centric” view of the battlefield Battlespace Environment for T&E is a Key Enabler to CSAF Sight Picture

  27. Integrated Air-Space-IO AFMC Vision Comply with CSAF directed initiative to demonstrate the capability of developmental and operational systems in an integrated battlespace environment. AFMC (with strong input from operational commands) must be responsible for developing and testing these systems in a technically representative threat environment while ensuring operational customers can utilize these resources for training and exercises. This battlespace environment must virtually or physically establish a fully-integrated Air, Space, and IO Threat Range to test, train, and exercise Blue weapon systems and Forces. Lt Gen Charles H. Coolidge, Jr. AFMC/CV, October 2000

  28. Integrated Air-Space-IOA Robust Solution Plan Integrated System/ Threat T&T Reqmnts MRTFB Planning Baselines Proposed Approach Integrated Air-Space-IO Test and Training Range Roadmap Key Enablers: - Leadership - Customer focus - Understanding of process - Sense of urgency and purpose - Failure tolerant environment - Spiral implementation

  29. Summary • Creation of a Battlespace Environment is critical to delivering warfighter capability • The existing “stovepipes” impede solution implementation • The tenets of a process enterprise have proven to be enablers for success We Must Align Purpose, People, Places, Processes and Products
