141.3 Definitions • Core Curriculum • Training required for certification approved by Administrator • Courseware • Instruction material developed for course • Specialty Curriculum • Training requirements unique to training center clients approved by Administrator • Training Center • Provides training, testing, checking under contract or other arrangement
141.7 Duration of Certificate • Effective until • Surrendered or • Administrator • Suspends • Terminates • Revokes • 5 days to return certificate
141.9 Application • Filed with FSDO office • At least 120 days before proposed training • At least 60 days for amendment • Minimum qualification for each management position • Statement acknowledging FSDO will be notified with 10 working days of any management • Proposed training authorizations requested • Proposed evaluation authorization • Description of flight training equipment • Training program curriculum • Recordkeeping system • Quality control measures proposed
141.13 Personnel Requirements • Sufficient number of qualified instructors • Sufficient number of approved evaluators • Provide checks/tests within 7 days of training completion • Sufficient number of management personnel (qualified and competent)
141.15 Facilities • Instructional areas • Conform to health codes • Not subject to significant distractions • Principal business office located at address on certificate • Records maintained at facility
Part 142 Training Centers Subpart B Aircrew Curriculum and Syllabus Requirements
141.39 Curriculum Requirements • Each training program curriculum • Syllabus for each curriculum • Minimum aircraft/flight training equipment requirement • Curriculum for initial and continuing training of each instructor/evaluator employed • Ratings associated with approved course • ATP certification program • Hold ATP rating – multiengine class rating • At least 2 years PIC • May designate check instructor if student enrollment if at least 10 students
Part 142 Training Centers Subpart C Personnel and Flight Training Equipment Requirements
141.47 Instructor Eligibility • At least 18 years of age • Read, write, speak, understand English • Prior to instructing • Complete 8 hours ground training: • Instruction methods and techniques • Training policies and procedures • Fundamental principles of learning process • Instructor duties, privileges, responsibilities, limitations • Minimum equipment requirements for each course • Revisions to training course • CRM/crew coordination • Complete written test
141.49 Privileges and Limitations • Instructor qualified may • Instruct, test, and check • Maneuvers appropriate to course • Cannot instruct for more than 8 hours in any 24-consecutive hour period
141.53 Requirements • Every 12 calendar months • Satisfactorily demonstrate proficiency in instructing • Complete approved ground course • See section 141.53 thru 141.54
Part 142 Training Centers Subpart E Recordkeeping
141.73 Requirements • For each trainee • Name • Copy of pilot and medical certificate • Name of course/make and model of equipment • Prerequisite experience and course time completed • Performance on each lesson/instructor name • Number of hours additional training after unsatisfactory practical test • Date/result of each practical test/evaluator name • Record of each instructor/evaluator • Designated to instruct course
141.73 Requirements • Maintain records • At least 1 year following completion of training, testing, checking • At least 1 years qualification records of instructor/evaluator • Records maintained at training center primarily employed • Provide copy of training upon request within reasonable time
