  2. EWA Advocacy - 800 MHz • Sprint releasing vacated spectrum (854-854.5 MHz) • 30 applications filed to date • EWA may coordinate/certify PS applications • Procedures in place to avoid mutual exclusivity • EWA Petition for Rule Making

EWA Advocacy - 900 MHz • FCC Released WT 05-62 on October 22, 2008 • Return to site-specific licensing process • Freeze on new system applications lifted • PS-oriented two-way paging system access referred to the Public Safety and Homeland Security Bureau • Spectrum capacity available in many areas • EWA/Sprint jointly seek expedited access policy

EWA Advocacy - TV White Space Spectrum • Rules in place for 300 MHz of spectrum (54-698 MHz) • Fixed devices up to 4 Watts EIRP – Channels 2-51 • Portable devices 40-100 milliwatts – Channels 21-51 • Spectrum sensing, geo-location and database access • Database developed/ managed by third party(s) • Vendors seek greater access for portable devices • Land mobile industry will oppose

EWA Advocacy - TV White Space Spectrum • Increased broadband applications • Service Providers – provide internet access to business and residential subscribers • State & Local Governments – wireless data transfer in lieu of leased lines • Business Enterprises – Implement wireless data networks/video surveillance

  6. EWA Advocacy - TBand - 470-512 MHz (TV Channels 14-20) • Land mobile industry opposes mobile/portable devices within 14-20 • NPSTC seeks expansion of geographic areas • EWA may seek access expansion nationwide

Broadband Stimulus Funding- “American Recovery and Reinvestment Act of 2009” • $2.5B administered by USDA through Rural Utilities Service • Broadband loans and grants for infrastructure • 75% of area must be rural w/o sufficient access to high-speed Broadband • $4.7B administered by NTIA for “Broadband Technology Opportunities Program” • Eligibility - State and political subdivisions • Eligibility – Service and Infrastructure providers • FCC Launches Broadband NOI • National Broadband Implementation Plan • Due to Congress by February 2010

  8. EWA Advocacy - CPNI • FCC requirement to have policy and procedures in place for telecommunication providers • March 1 filing requirement • 600 entities fined $20K each • EWA to seek clarification from FCC

EWA Service Activities – Premier Membership • Market Transaction Report • Weekly formatted e-mail report • Lists all licensing activities in your specified market • Spectrum Protection Service • Weekly formatted e-mail report • Alerts you to any applications that may infringe upon your or customer systems

EWA Service Activities – Premier Membership • Dynamic Spectrum Analyses • Monthly analysis conducted to identify exclusive channels • Site based for your or customer’s systems • EWA files FCC application within one business day • License Management • Secure customer license data base developed/maintained • Alerts you to any FCC licensing requirements

EWA develops Wireless Business Solutions Initiative to connect vendors, WSSPs, and enterprise buyers • Over 5,000 enterprises rely on EWA for spectrum and solutions support • Enterprise Wireless Solutions Center™ helps enterprises with application, technology, and solution research • Research and education • Qualified leads for vendors & WSSPs • Wireless Consulting Service helps enterprises • In-depth research, RFI/RFP prep, deployment help • Referrals to participating WSSPs

WSSPs are Key • Vendor business models require WSSPs • Participating WSSPs derive visibility via EWA Solutions Center • Solutions Center connects enterprises with WSSPs • Search by geography or industry • WSSP content on Solutions Center will drive connections • Service connects enterprises with WSSPs • Participating WSSPs will receive leads from EWA
