Process Overlay Framework • Provides suggestions on how to include data collection into common administrative activities. • Activities include creating vendor agreements, state plans, client applications, conducting site visits and trainings, etc. • Overlay worksheets presented: • State Plan • Client Application • Vendor Agreement
Tiered Approach Overview The “Tiered Approach” to Performance Measurement allows LIHEAP Grantees to begin participating right away by utilizing data they already collect—as well as increase their capacity over time to collect more program outcome related information. Tier 1: It is anticipated that all States collect the majority of this data through Federal reports. Tiers 2-3: All states are encouraged to collect this data with the technical assistance of OCS. Tier 4: OCS is expected to collect this data at the national level.
Tier One: Overview Tier One measures are “outputs” directly affected by program decisions. With the exception of a few measures—many states collect this information for current Federal reports. Tier One Testing, Feedback The Tier One Template was first tested through the Work Group, then sent to all NEADA members. Feedback included: • Minor “Tweaks” for Clarification Purposes • Distinct vs. Unduplicated • Program Year vs. Calendar Year • Providing income eligible population data would help states, provide consistency. • Provide examples, better definition of “other service” referrals • Larger Questions: • Including a purpose for the data element could provide helpful context. • How are we going to account for tribal data within states? • Does Energy Education include passing out pamphlets during intake? Home audit?
Tier Two: Overview of Outcomes Tier Two measures begin to demonstrate program “outcomes”—specifically, changes or improvements within LIHEAP households. Many of these measures include use of “proxy” data or sampling for states who may still be developing their information systems. Energy Assistance Energy Services Decreased Energy Burden Increased Energy Savings Increased Prevention of No-Heat Crises Client Services Increase in Households Reporting Efficient Energy Use Increase in Households who benefit from Energy Related Advocacy Increase in Households who benefit from Leveraged Resources
