Humanitarian Context • 6 Cyclones between December 2006 and April 2007 • 500,000 persons adversely affected • 90 persons killed and 20 missing • 13,000 houses destroyed • 40,000 IDPs in precarious shelters • HDI ranking number is 143 out of the 177 countries • High Vulnerability to natural disasters • Access a major difficulty Surge Capacity Section

OCHA Mission Objectives • Provide advise to UNRC and IASC CT with regard to coherent strategy for emergency response • Enhance coordination mechanisms • Follow up on CERF proposals • Follow up on Flash Appeal • Promote UN Humanitarian Reform • Support to the possible introduction of Cluster Approach Surge Capacity Section

Humanitarian Response • February 2007 – Government of Madagascar launched USD 242 million international appeal • March 2007 – UN and Partners’ Flash Appeal USD 9,6 million • Currently Flash Appeal being revised upwards • CERF application for USD 4,5 million • UNDP emergency grant – USD 75,000 • OCHA emergency grant – USD 50,000 • IFRC Appeal and FACT/ERU deployment • OCHA UNDAC deployment Surge Capacity Section

  7. Flash Appeal (USD) Food Security – 5,2 million Agricultural Recovery – 1,7 million Nutrition – 1,1 million Health – 0,6 million NFI/Shelter Education Early Recovery Protection Total: 9,639 million Surge Capacity Section

  8. Cluster Approach Health – WHO Nutrition – UNICEF Water and Sanitation – UNICEF Early Recovery – UNDP Emergency Shelter/NFI – To be determined Surge Capacity Section

  9. Way Forward • Launch a revised Flash Appeal asap • Initiate a recovery action • Designate quickly a new UN RC • UN humanitarian agencies and partners to provide additional support to the field structures Surge Capacity Section
