Deep Ellum/Near East Side Sign • On March 13, 2013, the City Council initiated an authorized hearing to amend the Deep Ellum/Near East Side Sign District. • Deep Ellum Foundation approached the City with suggestions for amending the sign district.
Special Provision Sign District • A special provision sign district (SPSD) allows an area to have signs that enhance and compliment the unique character of the area. • 23 SPSDs in the city • Deep Ellum • Downtown • Victory • Farmers Market
Deep Ellum/Near East Side Sign District • Created on April 11, 1990 • Promote signage that is compatible with the architectural character and design guidelines of the Deep Ellum/Near East Side Planned Development District • Encourage artistic, creative, and innovative signs which are reflective of themes in the Deep Ellum area • Amended on August 13, 2008
Types of Signs • Attached signs • Projecting • Flat Attached • Banner • Special Purpose sign • Canopy • Marquee • Window • Wallscape • Detached signs • Parking Ad signs (sunset September 1, 2015)
General info • Maximum effective area of all signs combined on a premise is 10% of the total area of all building facades facing public rights-of-way adjacent to the building • When 50% of the total effective area of all signs is devoted to artwork and no wallscape signs on premise, increases to 15% • Artwork is any pictorial or image presentation or design. • When wallscape sign is on a premise, maximum effective area of all signs increases to 90%
General info • Except for wallscape signs, all signs must have be a premise sign or convey a noncommercial message • Neon or single incandescent bulbs are permitted • Only words can be back-lit • Suggested material for signs • Metal • Glass • Wood
General info for attached signs • No portion of an attached sign may be • More than 10 feet from the façade of building or • Less than two feet from the back of street curb • Use of three-dimensional projecting attached signs is encouraged

Projecting 18 inches or less inches from a building • Must be parallel to the building facade Flat attached sign
Attached to or applied on a strip of cloth • Temporarily attached to the building or structure • Promote cultural event or activities • May not advertise a specific product or service • Requires approval from the Office of special events at least 30 business days prior installation • Cannot exceed 25 square feet in effective area • Must be at least 12 feet above grade, unless it overhangs a roadway, in which case it must be at least 15 feet above grade. A sign temporarily supplementing the permanent signs on a premise. • Erected on a premise no more than once each calendar year • May be maintained for 15 days Special purpose sign
Canopy sign • Attached to or applied to a canopy or awning
Attached to, applied on, or supported by a permanent canopy projecting over a pedestrian street entrance • Consisting primarily of changeable panels or words • No more than one marquee sign per premise • Length of a marquee sign must not exceed two-thirds of the length of the facade to which it is attached • May incorporate moving patterns or bands of light Marquee sign • Note: marquee sign not in Deep Ellum.
A supergraphic sign means an attached premise or non-premise sign on a mesh-type surface • Wallscape sign is a supergraphic sign or an attached premise or non-premise sign painted directly onto the face of a building; • Must have at least 84% non-textual graphic content (maximum of 16% of effective area may contain text). • Must have a single message • Must exceed 3,000 square feet • Allowed on a building greater than 80 feet tall and constructed before June 1, 2005. • Limited to one wallscape sign per façade • Sunset clause Wallscape/Supgraphics sign • Note: supergraphic sign not in Deep Ellum.

No premise can have an attached sign(except for banners) and a detached sign • One detached sign per street frontage • Sign support not allowed in public right-of-way Detached signs
Proposed changes • Allow A-frame signs • Allow District identification signs • Allow Painted applied signs • Amend regulations for special purpose signs • Change “Canopy sign” to “Awning sign” • Reinstate Wallscape signs, which sunset July 1, 2018 • Detached signs – to allow attached signs if it meets conditions. • Remove Parking Ad signs • Prohibit digital displays to keep signs compatible with character of the area
Proposed changes A-frame signs • Portable detached • hinged at the top and is made of durable, rigid materials such as wood, plastic, or metal • Maximum width of 30 inches and a maximum height of 48 inches
Proposed changes Allow District identification signs • No limit to the number of attached signs • Maximum of 5 detached are permitted • Maximum effective area is 1,000 square feet
Proposed changes Painted applied signs • On certain façade where less than 10% of the façade is comprised of windows, may cover up to 40% of the facade. • No portion may cover a significant decorative feature of the facade.
Special purpose sign • Twice per calendar year instead of once • May be maintained for 45 days instead of 15 days Proposed changes
Proposed changes Detached signs • Premise may have attached and detached signs if … • Effective area of all signs on the premise is reduced by 25% for each detached sign located on the premise. • The premise has only one façade facing an adjacent public right-of-way, the maximum effective area may be reduced by 75%
